Prime Minister's telegram to ensure traffic safety on the occasion of Hung Kings' death anniversary, April 30 - May 1

Prime Minister Nguyen Xuan Phuc has just issued Official Dispatch 610/CD-TTg on serving people's travel needs and ensuring traffic order and safety during the Hung Kings' Commemoration Day and April 30 - May 1, 2016 holidays.

The content of the telegram is as follows:

To ensure traffic order and safety to serve people's travel needs during the Hung Kings' Commemoration Day (March 10, Binh Than) and the April 30 - May 1, 2016 holiday, the Prime Minister requests the Ministries and agencies: Public Security, National Defense, Transport, Education and Training, Information and Communications, Culture, Sports and Tourism, National Traffic Safety Committee, Vietnam News Agency, Vietnam Television, Voice of Vietnam; People's Committees of provinces and centrally run cities within their scope and tasks to direct and implement well the following contents:

1. Strengthen propaganda and mobilization of implementation of legal regulations on traffic order and safety on mass media; warn of traffic safety risks; disseminate measures to prevent traffic accidents, especially for motorcyclists; encourage people to use public passenger transport, limit travel by personal vehicles, especially for long-distance trips on highways, national highways, and provincial roads with high traffic volume.

2. Tighten the management of quality and traffic safety for passenger transport vehicles; require transport businesses, bus stations, train stations, airports, wharves, ferries... to have appropriate passenger transport organization plans to meet people's travel needs, minimize congestion, delays, and cancellations; innovate ticket sales methods, post ticket prices, and prevent illegal ticket price increases.

3.Strengthen mobile patrols, detect and strictly handle violations of traffic order and safety, especially those that are direct causes of traffic accidents. Strengthen coordination of forces, combine patrols and controls to ensure traffic order and safety and security and order on traffic routes, bus stations, wharves, train stations, airports and public transport.

4. Strengthen inspection of safety conditions of traffic infrastructure works; inspect and install additional signs, traffic lights, and warning devices at locations with potential traffic safety risks; infrastructure construction and maintenance units strengthen guidance, ensure traffic, and take timely remedial measures when incidents occur. Require road toll stations to have plans to increase human resources and equipment to serve convenient and quick toll collection, have flexible handling measures when vehicle density increases, and avoid prolonged congestion, especially at gateways to and from large cities; closely inspect and supervise, and attach responsibility to the Chairman of the People's Committee at the commune level in passenger transport activities at ferry terminals and tourist attractions in the area.

5. Provide hotline numbers on transportation and traffic safety, widely publicize on mass media to receive feedback from agencies, units and people on traffic safety during the holidays./.
