Building and developing a team of entrepreneurs and businesses

I am honored to be nominated as a candidate for the 17th Provincial People's Council, term 2016 - 2021. If elected, I will focus on performing the following tasks well:

First: Enhance the sense of responsibility, study and practice. Actively research and grasp practical information from the grassroots, discover and recommend to the People's Council to build and perfect appropriate mechanisms to promote the socio-economic development of the province, strengthen national defense and security, improve the material and spiritual life of the people. Contribute to helping the People's Council perform well the supervisory function of the activities of the state apparatus.

Second: Effectively implement the Law on Public Investment in the province, making an important contribution to restructuring public investment towards strengthening management and improving efficiency; thereby creating conditions to accelerate the process of building a synchronous infrastructure system, ensuring rapid and sustainable economic development. Ensure publicity and transparency in the management and use of State resources, contributing to and creating legal conditions to promote the fight against corruption, waste and practice thrift in capital construction investment.

Third: Continue to innovate the way of thinking and working in introducing and promoting the potential advantages, mechanisms, policies and administrative procedures of Nghe An to attract foreign investors, investors from other provinces and enterprises in the province to invest in Nghe An, especially in agriculture and rural areas to mobilize maximum resources for the socio-economic development of the province in the coming time. Strengthen support for enterprises, create conditions to build and develop a strong team of entrepreneurs and enterprises of the province, promote production and business development, create jobs and income for workers.

Fourth: Strengthen solutions to attract investment and effectively use resources, improve the Provincial Competitiveness Index (PCI), improve the investment and business environment. Recommend to the Provincial People's Council and People's Committee to resolutely implement administrative reforms and simplify administrative procedures. Avoid inconvenience and harassment to businesses and people; especially in the fields of land allocation, granting certificates of land use rights for residential land and production land to farmers, and other administrative procedures. At the same time, have effective solutions to fight, prevent, and repel bureaucracy, authoritarianism, corruption, and waste in the state apparatus.

Fifth: Review planning and mechanisms and policies to exploit the potential and advantages of the province to contribute to the faster development of Nghe An. Especially, restructuring the agricultural sector in association with new rural construction. Develop mechanisms and policies on training, vocational training, and job creation for farmers' children. Timely amend and supplement unreasonable policies on remuneration, salary, and allowances for communal cadres; on policies on gratitude to people with meritorious services, war invalids, etc.
