Maximum support of 300 USD/person/month for postdoctoral studies abroad

Individuals sent for specialist and post-doctoral training abroad are supported with a maximum of 300 USD/person/month, for a period not exceeding 2 years. In case a research group is sent for group training or development abroad, it is supported with 1,000 USD/month.

The Ministry of Finance has just issued Circular No. 88/2017/TT-BTC guiding the financial mechanism for implementing the Project on training and fostering domestic and foreign science and technology human resources using the state budget approved in Decision No. 2395/QD-TTg of the Prime Minister (Project 2395).

Conditions, criteria and procedures for selecting individuals for training and development under Project 2395 are implemented according to the provisions of Circular No. 13/2016/TT-BKHCN of the Ministry of Science and Technology regulating the management of the Project on training and development of scientific and technological human resources domestically and abroad using the state budget.

The state budget supports the implementation of Project 2395 according to the following principles: 100% support for training and development costs for individuals working in science and technology at public science and technology organizations and state management agencies of science and technology; 50% support for training and development costs for individuals working in science and technology at non-public science and technology organizations and enterprises.

Long-term training and development expenses (over 6 months) abroad

The Circular clearly states that training and fostering fees, research task implementation fees and other fees related to mandatory training and fostering courses (if any) must be paid to overseas training and fostering facilities: Payment shall be made according to the contract signed between the Ministry of Science and Technology and the overseas training and fostering facility or at the level notified by the overseas training and fostering facility in the student acceptance notice (paid in US dollars or in the currency of the host country).

Passport and visa fees: Payment is made according to the State's regulations for passport fees and according to the actual visa fee invoices of the countries where the trainee is sent for training and education for visa fees.

Living expenses: Living expenses are calculated to ensure the minimum living needs of students studying abroad, including: food, accommodation, daily travel expenses, materials and learning supplies.

The living expenses are specified in Appendix No. 01 attached to this Circular. Living expenses are granted based on the actual study time abroad (from the date of admission to the end of the course but not exceeding the time stated in the decision to send for training and development by the Minister of Science and Technology).

Compulsory health insurance level: Payment is made according to the level prescribed by the host country (based on the level announced in the student acceptance letter of the training institution) and is issued in US dollars or in the currency of the host country; not exceeding 1,000 USD/person/year.

Round-trip airfare (economy class): Students are provided with one-way ticket from Vietnam to the place of study and one-way ticket from the place of study back to Vietnam (except in cases where the other party pays for it) for the entire training period.

Travel expenses (to cover airport fees and transportation from the airport to the accommodation) are provided once at a fixed rate of 100 USD/person/for the entire training period.

This Circular takes effect from October 7, 2017.
