"Red intersection" - the light isn't red!

Currently, most of the important intersections in Vinh City (Nghe An province) have been equipped with electronic traffic lights (displaying countdown time). These traffic light systems have effectively regulated traffic flow, contributing to minimizing unfortunate accidents.

However, at many intersections, the traffic light system is unreliable, flickering on and off, sometimes red, sometimes not. A typical example is the traffic light cluster at the Kênh Bắc bridge intersection (the intersection of Nguyễn Sĩ Sách - Nguyễn Văn Cừ - Hà Huy Tập), which has been continuously "off" for nearly a month (since May 2008) without the authorities being aware!

This intersection frequently experiences very high traffic volume, especially during peak hours, leading to traffic congestion and safety issues.
