Inspection and supervision to improve the capacity and fighting strength of grassroots party organizations
In 2010, the inspection and supervision programs of Party committees at all levels in the province were truly effective, actively contributing to improving the capacity and fighting strength of grassroots Party organizations.
The inspection work has a focus, key points, and supervision in the spirit of expansion and practicality to serve the leadership in carrying out political tasks and doing well the Party building work of the locality and unit. Determining the inspection and supervision work program ensures democracy, promoting the responsibilities of all levels and sectors; the content and objects of inspection and supervision basically focus on sensitive areas and areas, where violations are likely to arise... therefore, the inspection and supervision have good results.
As a result of the implementation of the task of inspecting party organizations and party members according to Article 30 of the Party Charter, the Party Committees at all levels inspected 2,611 party organizations and 5,483 party members. Through the inspection, the Party Committees at all levels concluded that 84 party organizations had violated the law, of which 4 organizations had to be disciplined, 233 party members had violated the law, of which 29 party members had to be disciplined. Some of the outstanding inspections in 2010 were large-scale inspections of the leadership and direction of implementing democratic regulations at agencies and units throughout the province; inspections of the leadership, direction and organization of land management in Do Luong and Quynh Luu districts, and the Rubber-Coffee Company; inspections of the leadership, direction and implementation of legal regulations on corruption prevention and control at the Departments of Industry and Trade, Information and Communications, Justice, and Science and Technology; Inspect the leadership, direction and implementation of Chapter III "Going abroad, relations with foreign organizations and individuals" of Regulation 57-QD/TW dated May 3, 2007 of the Politburo at the Provincial People's Committee's Personnel Committee, the Departments of Agriculture and Rural Development, Industry and Trade, Planning and Investment, and the District Party Committees: Ky Son, Quy Hop, Quynh Luu and Vinh City Party Committee...
As a result, through the inspection of the leadership, direction and organization of land management in Do Luong and Quynh Luu districts, the Rubber-Coffee Company proposed to recover 1,489 square meters of land; inspected the leadership and direction of practicing thrift and fighting waste in the management and use of funds at the Provincial Political School and the Political Training Centers of districts, cities and towns, and proposed to recover nearly 708.5 million VND; inspected the management and use of funds for the Target Program from 2006 to 2008 at the Department of Education and Training and districts, cities and towns, and proposed to recover 72.7 million VND...
In addition to the good implementation of inspection work, in recent times, the supervision work has also been given special attention by Party committees at all levels. In 2010, Party committees at all levels supervised 936 organizations and 1,693 party members. Through supervision, 41 organizations and 72 party members were found to have signs of violations.
It can be said that the results of the inspection and supervision work in the Party in 2010 with practical experiences so that the inspection and supervision work is always an important tool contributing to improving the capacity and fighting strength of the Party organizations and grassroots. The results were achieved thanks to linking the inspection and supervision work with ideological work, organizational work and innovation in the Party's leadership methods. Promoting, strictly and periodically implementing the supervision work according to the prevention plan to promptly remedy and correct the wrongdoings of Party organizations and Party members, contributing to "reducing the load" of the inspection work.
