Nam Dan: Linking new rural construction with socio-economic development plan
In recent years, the economic growth rate in Nam Dan has always reached over 10.1% (12.96% in 2010), the economic structure has shifted in the right direction, creating favorable conditions for Nam Dan to implement the National Target Program on New Rural Construction (NTM).
Nam Dan is one of the five districts in the country selected by the Central Government as a pilot for new rural construction. Therefore, immediately after its establishment, the district's new rural construction steering committee held meetings to disseminate and disseminate information and criteria for new rural construction to all departments, agencies, unions at the district level and the People's Committees of communes. Party conferences were organized from the district level to the grassroots level, people's meetings were held, as well as propaganda on the commune loudspeaker systems...
Mr. Thai Van Nong - Chairman of Nam Dan District People's Committee said: The district's viewpoint in building new rural areas is to carry out on the basis of inheriting and integrating national target programs, targeted support programs, and projects being implemented in the area. In particular, building new rural areas must be associated with socio-economic development plans, ensuring local security and defense; there must be planning and mechanisms to ensure development according to the planning, on the basis of economic and technical standards issued by specialized agencies at higher levels.

In parallel with the implementation of the New Rural Development Program, the district aims to successfully carry out socio-economic development tasks in accordance with the 2010-2020 socio-economic master plan and the Resolution of the 25th District Party Congress, building a synchronous and gradually modern rural infrastructure associated with urban development.
Developing industry and handicrafts in conjunction with tourism services to accelerate development, economic transformation, and labor structure. From existing school facilities, the district adjusts and supplements to ensure national standards are met. Rural works, transportation systems, and irrigation systems are consolidated to serve production and people's lives.
Up to now, all 23 communes in the district have established and completed the apparatus for building new rural areas, including the Management Board and the Community Supervision Board. The district People's Committee has selected 3 communes: Kim Lien, Nam Trung, and Nam Anh to direct the pilot. The goal of building new rural areas in the 2010-2015 period is that the district strives to have 35-40% (equivalent to 8-10 communes) meet 19 criteria, and 20-30% (equivalent to 5-7 communes) meet 15 criteria. By 2015, 100% of communes will have electricity systems; 75% of communes will have transportation systems, irrigation systems, schools, cultural houses, etc. meeting new rural standards.
To achieve that, the district determined to mobilize and maximize local internal resources, take advantage of investment and support from the Central Government. Diversify mobilized capital sources to implement the construction of new rural areas quickly and effectively, at least in the construction of infrastructure (the field that needs the most capital).
To effectively implement the program, the district has estimated the budget for building new rural areas, specifically for each stage, each year and each criterion, of which the 2010-2015 period: more than 1,985 billion VND; the 2016-2020 period: 363 billion VND.
However, according to Mr. Thai Van Nong, the biggest difficulty the district encountered in the early days of implementing the New Rural Development Program was changing people's awareness and perspective on the New Rural Development Program, making people understand the value and great significance of the New Rural Development Program. Some communes have not really participated in investigating the current status of the New Rural Development Program, the investigation organization is not active, and the data is not accurate.
The planning work is still confusing and has not been coordinated smoothly with planning consultants, so although the program has been implemented, it will take until 2011 for the entire district to complete the planning, to proceed with the construction of the new rural area according to the set orientation and direction.
