Composition, content of consultation sessions, introduction of candidates for delegates
According to the provisions of the Law on Election of National Assembly Deputies and the Law on Election of People's Council Deputies, the introduction of candidates for deputies must go through 3 rounds of consultation. The composition, time and content of each round are as follows:
+ Regarding time and composition: The first consultation conference at the Central level is organized by the Presidium of the Central Committee of the Vietnam Fatherland Front, consisting of the Presidium of the Central Committee of the Vietnam Fatherland Front and representatives of the leadership of member organizations; at the provincial level, it is organized by the Standing Committee of the Provincial Fatherland Front, no later than 85 days before the election day. The second consultation is organized no later than 50 days and the third consultation no later than 35 days before the election day with the same composition of representatives as the first consultation.
+ Consultation content: the conference agrees on the structure, composition and number of people of central agencies, organizations and units to be elected as National Assembly deputies based on the plan sent by the National Assembly Standing Committee. Representatives of the Election Council, the National Assembly Standing Committee and the Government are invited to attend this conference. If it is a provincial consultation conference, representatives of the Provincial National Assembly Election Committee and Provincial People's Council deputies, the Standing Committee of the People's Council and the People's Committee are invited to attend the conference.
The first consultative conference at the provincial, district and commune levels agrees on the structure, composition and number of self-nominated candidates and candidates recommended by political organizations, socio-political organizations, social organizations, economic organizations, people's armed forces units, state agencies at the same level and lower-level administrative units; village and residential group levels in the area.
The minutes of consultation must clearly state the composition, number of participants, developments, and results of the consultation conference and be sent immediately to the Standing Committee of the National Assembly, the Election Council, the Standing Committee of the Provincial People's Council, and the Election Committee at the same level.
+ The introduction of candidates for delegates of agencies, organizations and units is carried out in the following manner: The leadership of the political organization, socio-political organization or social organization proposes a candidate from its organization and organizes to collect comments from the voters' conference where that person works; similarly, if the candidate is in a state agency or armed force unit, the leadership of the agency or unit commander shall coordinate with the Executive Committee of the agency's trade union to propose a candidate from its agency and organize to collect comments from the voters' conference where that person works.
The Front Working Committee in the village and residential group plans people from the village and residential group to run for the People's Council at the commune level and coordinates with the village chief to organize a voters' conference to discuss and introduce candidates.
