Strongly attracting investment, creating new development steps in Uncle Ho's hometown

Reporter: Could you please tell us about some achievements in socio-economic development in the past 5 years (2006 - 2010) of the district?
Mr. Thai Van Nong:
That is the economy growing continuously at a fairly high rate, the average in the period of 2006 - 2010 reached 9.05%. The economic structure shifted in the right direction, the proportion of agriculture - forestry - fishery gradually decreased from 51.86% (in 2005) to 45.3% (in 2010), industry - construction increased from 22.28% to 28.71%, services also increased from 25.86% to 25.99%.
The average income per capita of the district increased from 5.9 million VND/person/year (2005) to over 16 million VND/person/year (2010). Along with economic development, the fields of culture, education, and health have also received synchronous investment and attention, so there have been many improvements.
Policies for people with meritorious services, social security policies, and social protection policies have been well implemented; poverty reduction has been effectively implemented, the poverty rate has decreased from 21.7% (in 2005) to 6.5% in 2010 (according to the old criteria). The situation of national defense, security, politics and social order and safety has been maintained and stabilized, and people's trust in the Party and government at all levels has increased. This has contributed to improving the material and spiritual life of the people.
In particular, in attracting investment, the total investment capital in the area has increased rapidly over the years: the capital scale in 2005 was 185.68 billion VND, by 2009 it reached 360.6 billion VND and in 2010 it reached 431.5 billion VND... In the period of 2006 - 2010, the investment was completed and put into operation 03 brick factories, 01 water factory, 01 beer factory and a number of enterprises, production facilities and construction activities.
The district has also received large projects with an investment capital of over 1,500 billion VND such as: Hai Vina Kim Lien Export Sportswear Factory invested by Haivina Company (Korea), total investment of 5,000,000 USD; Nam Dan HANOISIMEX Textile Cluster invested by Hanoi Textile and Garment Corporation with a capital of over 1,000 billion VND, which will attract nearly 4,000 workers. Currently, the industrial clusters are carrying out steps of site clearance, factory construction, and technical infrastructure very smoothly.

High-tech livestock projects in Nam Xuan, Nam Loc, and Nam Hung communes have been invested in construction with hundreds of billions of VND. The Dai Tue Pagoda restoration project has started construction with a very beautiful scale and landscape, promising to be an attractive spiritual tourist destination. Investment projects in Nam Cau Don urban commercial area, Dong Thi town, and Nui Chung eco-tourism area have also been designed by investors and are preparing to be implemented in the near future. These are truly highlights to contribute to accelerating the economic development of the district.
PV: From the positive investment attraction results, how will the district focus on this task in the coming time, sir?
Mr. Thai Van Nong:
In the coming years, Nam Dan will focus on calling for investors, businesses inside and outside the province as well as abroad to invest in the construction and development of tourism and services in the area; at the same time, creating the best conditions to attract investors to the planned industrial parks in the communes of Nam Giang, Van Dien, Nam Thai, Ru Bui (Khanh Son), eco-tourism areas at Thanh Thuy Lake (Van Dien), Trang Den Lake (Nam Hung), Thanh Lake area (Nam Kim).... In addition, the district prioritizes projects to build factories to produce clean, environmentally friendly industrial products, and agricultural and food processing factories to consume agricultural products for farmers...
That orientation is to promote the advantages and potential of Nam Dan district, the hometown of President Ho Chi Minh, which annually welcomes 2.5 to 3 million domestic and foreign tourists to visit; in the district, there are more than 108 historical and cultural relics, of which nearly 30 have been ranked, many national historical relics such as: Kim Lien Historical - Cultural Relic Complex, King Mai Relic Complex, Phan Boi Chau Memorial Site, Le Hong Son Memorial Site...
Nam Dan also has more than 7,500 hectares of forest associated with historical relics, creating a beautiful natural landscape. The Prime Minister has just approved the planning of special-use forests associated with historical and cultural relics. On the other hand,
Reporter: So, the district clearly identified its potential advantages and proposed the right direction to attract investment; but the problem lies in the solution, sir?...
Mr. Thai Van Nong:
We must "go" from specific solutions. In the coming time, the district will focus on planning and announcing the planning of industrial clusters and eco-tourism areas; based on the functions of each industrial cluster and eco-tourism area to serve as a basis for calling for investment.
On that basis, the organization directs the work of mobilizing and calling for investment, proactively works directly with businesses, introduces and promotes industrial clusters, and closely coordinates with relevant provincial departments and branches to approach businesses working with the province to call for investment.
Review, supplement, adjust and issue a number of investment incentive policies and mechanisms for investment sectors and fields. In the near future, the District Party Committee will have a specialized resolution on attracting investment in industrial clusters. When there are investors, procedures will be quickly completed according to authority, and at the same time, together with investors, procedures will be resolved at all levels. Implement well policies to support site clearance in industrial clusters, support labor training, technological innovation, etc.
Reporter: Specific socio-economic development goals have been set for the 2010-2015 development period of the district; could you please tell us the most common tasks and goals in the new period?
Mr. Thai Van Nong:
That is to mobilize and effectively use all resources, rapidly develop technical infrastructure, effectively exploit the potential for tourism and service development, rapidly and reasonably shift the economic structure, improve the intellectual level of the people, strengthen and develop human resources, go hand in hand with maintaining social order, ensuring security and national defense, in order to achieve the goal of rapid and sustainable economic growth.
Focusing on successfully implementing the national target program on new rural construction. All of this is aimed at creating a new step of development, which is a condition to bring the position of the district to a new height, worthy of being the hometown of beloved Uncle Ho.
