Focus on achieving the goal by 2015, Nghe An becomes a fairly developed province in the North

Mr. Ho Duc Phoc - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee answered an interview with Nghe An Newspaper.

PV:If you are elected by voters as a representative of the Provincial People's Council and continue to be assigned by the Provincial People's Council as Chairman of the Provincial People's Committee, what issue will you be most concerned about?

Mr. Ho Duc Phuc

Mr. Ho Duc Phuc:I strive to do my best to fulfill my duties as a people's representative, to be closely associated with the people, to respect the people, to listen to and accept their opinions, to protect the legitimate interests of the people, to bring their recommendations to the People's Council forum, to contribute to the development and implementation of effective and efficient resolutions, to develop and implement the People's Council's policies and mechanisms in the most effective way. If I continue to be assigned by the Provincial People's Council as Chairman of the Provincial People's Committee, I will try my best to fulfill my duties, together with the collective leadership of the Provincial People's Committee to unite, be creative, lead, manage and operate resolutely, to excellently fulfill the tasks of socio-economic development, national defense and security, to develop my province, and by 2015 become a fairly developed province in the North.

In my opinion, the most important issue now is to create a breakthrough, focus on economic development commensurate with the historical and cultural traditions of the province, improve and enhance the material and spiritual life of the people, pay special attention to the fields of hunger eradication and poverty reduction, enhance social security, and ensure social order and safety.

PV:Could you please tell us more specifically about your action plan if you are elected to the Provincial People's Council and are assigned the position of Chairman of the Provincial People's Committee by the Provincial People's Council?

Mr. Ho Duc Phuc:In my action plan, I identify three basic tasks:

- Build a province rich in economy, progressive in education, culture and society; become the economic and social center of the North Central region.

- Focus on hunger eradication, poverty reduction, improving and enhancing people's lives, ensuring social security and social justice.

- Maintain national security, order and social safety. Build a strong national defense, ready to proactively respond to any unexpected situations.

To effectively carry out the above 3 basic tasks, I will focus on directing the implementation of the following 7 specific contents:

Firstly, focus on developing infrastructure, especially technical infrastructure and urban infrastructure. Prioritize the development of key projects such as Vinh - Cua Lo road with a width of 160 m, Thai Hoa - Hoang Mai - Dong Hoi road, Nghi Son - Cua Lo coastal road, Tay Nghe An road, Xo Viet Nghe Tinh road extending Nam Cam...; Build Cua Lo deep-water port, upgrade and complete Vinh airport, open Thanh Thuy international border gate, open Cao Veu and Thong Thu secondary border gates; build 58 suspension bridges to replace ferry piers, 26 roads, power lines to the center of the commune in difficult conditions and some other essential projects.

Second, accelerate the development of the province's urban network of 61 urban areas from type 5 to type 1, considering this as a framework to create momentum for economic development; focus resources on construction, quickly turn Vinh City into the economic and cultural center of the North Central region; propose the Government to establish Tra Lan Town and Hoang Mai Town.

Third, focus on attracting investment, speeding up construction, completing key projects and works, creating breakthroughs for the economy. Focus on developing 3 key economic zones: Vinh - Cua Lo associated with the Southeast Economic Zone, this is the area for developing tourism, services, human resource training, medical services, culture, sports, finance and banking, and clean, high-tech industry. Hoang Mai - Dong Hoi area will be the area for developing heavy industry such as cement, unburnt bricks, thermal power, steel, seaports, etc.; the Western Nghe An area is associated with developing raw material areas, exploiting and processing minerals, food and agricultural products.

Fourth, strongly develop education, healthcare, culture and sports, consider healthcare education as the priority development focus, strive to become a bright spot of the whole country.

Fifth, focus on hunger eradication, poverty reduction, ensuring social security, creating jobs for workers, improving people's material and spiritual life, ensuring social justice. Implement well the population and family planning work, considering this a fundamental long-term task to ensure sustainable development.

Sixth, promote administrative reform, practice thrift, fight corruption and waste, and properly handle people's complaints and denunciations.

Seventh, build a strong national defense, solid security, ensure social order and safety, prevent organized crime, and ensure a peaceful life for the people.
