Increase the ceiling on car registration fees to 20%

The Government has just issued Decree No. 45/2011 stipulating that from September 1, the ceiling registration fee for cars with less than 10 seats will increase from the current 15% to 20%.

According to Decree 45/2011/ND-CP issued by the Government on June 17, 2011, passenger cars with less than 10 seats (including the driver) will be subject to a registration fee of 10% to 20%, instead of the current 10-15%. People's Councils of provinces and centrally run cities have the right to proactively decide on specific registration fee rates to suit local conditions. Other types of cars will still be subject to a registration fee of 2%.

Meanwhile, the registration fee for motorbikes remains at 2-5%. Specifically, motorbikes of organizations and individuals in centrally-run cities, provincial cities, and towns where the provincial People's Committee is headquartered pay the initial registration fee at 5%.

For motorbikes paying registration fee for the second time or more, the fee rate is 1%. In case the owner of the property has declared and paid registration fee for motorbikes lower than 5%, then transferred to an organization or individual in the above area, the registration fee will be paid at the rate of 5%.

Decree 45/2011/ND-CP will officially take effect from September 1, 2011.

From the effective date of this Decree, for passenger cars with less than 10 seats, the registration fee will continue to be applied according to current regulations (10-15%) until the People's Council of the province or centrally-run city issues a new registration fee according to the provisions of this Decree.

Specialized vehicles that do not have to pay registration fees include fire trucks, ambulances, rescue vehicles, garbage trucks, sprinkler trucks, street sweepers, X-ray vehicles, specialized vehicles for war invalids, sick soldiers, and disabled people, and vehicles registered under the names of war invalids, sick soldiers, and disabled people.

Also according to this Decree, from September 1, 2011, two types of luxury personal assets that are discouraged from use, namely private airplanes and yachts, will begin to be subject to a registration fee of 1%.
