"The Party Central Committee has chosen the most appropriate personnel plan"

On the morning of July 10, after a week of work, the second conference of the Party Central Committee (11th tenure) ended.

According to VNA, in his closing speech, General Secretary Nguyen Phu Trong affirmed that the conference upheld a sense of responsibility, promoted democracy, discussed frankly, and contributed many important opinions to the draft documents.

Regarding the introduction of key leadership personnel of State agencies, General Secretary Nguyen Phu Trong stated that, on the basis of thoroughly grasping and consistently implementing the direction of personnel work set forth by the 11th Party Congress; based on the reality of the existing staff and the requirements on the organizational structure of the National Assembly, the Government, and judicial agencies of the 13th term; combining immediate requirements with preparations for the next terms, combining inheritance and development, the Central Executive Committee has carefully considered and selected the most reasonable option within the permitted conditions and has reached high consensus.

Based on the decision of the Central Executive Committee, the Politburo will direct relevant agencies to continue to complete the plan to introduce candidates for leadership positions in state agencies to submit to the National Assembly for consideration, election or approval.

After a week of work, the conference also approved the full-term program consisting of 24 groups of issues. Compared to the draft, the Central Committee added 3 groups of issues: Regulations on the implementation of the Party Charter; a review of 5 years of implementing the Resolution of the 10th Central Committee, Session 3, on the work of preventing and combating corruption and waste; and a review of 10 years of implementing the Resolution of the 10th Central Committee, Session 8, on "Strategy for protecting the Fatherland in the new situation".

The Central Committee especially emphasized the need to prioritize the implementation of key tasks and strategic breakthroughs set forth by the 11th Congress, namely perfecting institutions, developing human resources, building infrastructure; promoting Party building and rectification, perfecting the political system; fighting against corruption and waste; doing a good job in personnel planning, especially at the strategic level; innovating the Party's leadership methods...; considering this the "highlight" of the 11th term.

Major and important issues that have been clearly identified in terms of policies and orientations in the documents of the 11th Congress or the Resolutions of previous terms are still valid and effective, and will continue to be directed for implementation or periodically reviewed, summarized, and conclusions issued; not too many resolutions will be issued.

The conference spent a lot of time discussing, giving opinions to complete and approved the Working Regulations of the Central Executive Committee, Politburo, and Secretariat of the 11th tenure; considering this the most important document concretizing the Party Charter, creating the basis for reforming administrative procedures in the Party and innovating the Party's leadership methods.

Regarding the implementation of research, amendments and supplements to the 1992 Constitution, the Conference emphasized: the amendments and supplements must be based on the summary of the implementation of the 1992 Constitution; based on the content of the Platform for national construction in the transitional period to socialism (supplemented and developed in 2011) and other documents of the 11th National Party Congress; inheriting the provisions of the 1992 Constitution and previous Constitutions that are still suitable; amending and supplementing necessary contents to meet the requirements of the new situation...

The General Secretary emphasized that amending the Constitution is an important task that needs to be carried out in a strict and scientific manner under the leadership of the Party; with a mechanism to ensure the participation of experts, scientists, managers and to widely collect public opinions; focusing on information and propaganda work, ensuring the right direction, not allowing hostile forces to take advantage to sabotage and distort.

The Central Executive Committee also took time to review and evaluate the country's situation and the work that the Politburo had handled in the first 6 months of 2011. The Central Committee acknowledged, highly appreciated and commended the great efforts of the entire Party, the entire army and the entire people in overcoming many difficulties and new challenges that have emerged domestically, regionally and internationally, achieving initial positive results in socio-economic development. The economy maintained a reasonable growth momentum; export turnover increased sharply; exchange rates and the foreign exchange market had positive changes; development investment of the entire society continued to be maintained; budget revenue increased significantly; social security and job creation were given attention and focus...

During the first session of the 13th tenure (opening on July 21), the National Assembly will spend most of its time electing the National Assembly Chairman, President, Prime Minister and approving the appointment of ministers...
