Positive signals from ODA capital

Currently, Nghe An province has 19 ODA projects being implemented with a total investment of about 180 million USD, (of which counterpart capital is 37 million USD) and disbursed ODA capital has reached 100 million USD. Through this capital source, Nghe An province has implemented many key projects.

The Thai Hoa Town Drainage and Wastewater Treatment System Project is one of the important projects being promoted recently. The credit agreement has been signed and is expected to be implemented from July 2011 with a total investment equivalent to 16.5 million USD (of which the loan capital is 12.78 million USD and the counterpart capital is 3.72 million USD). The project to develop medium-sized urban areas in Vietnam - Vinh City Sub-project with a total investment of 125 million USD (of which the ODA capital is 95 million USD and the counterpart capital is 35 million USD) is preparing to sign the credit agreement.


Vinh Water Plant increases capacity from 20,000 to 60,000m3/day.

Other ODA projects in the process of mobilization include: Project to renovate and upgrade the northern irrigation system, with an estimated total investment of 230 million USD; Project to improve infrastructure to adapt to climate change and mitigate natural disasters in rural areas, with a total investment of 55 million USD; Project to develop new rural areas in Dien Xuan commune (Dien Chau) with about 8.2 million USD.

In particular, with the support of the Asian Development Bank (ADB) in phase 2, Nghe An has implemented a component project under the Vietnam Water Sector Development Program. The main objectives of the program are to increase capacity, expand the scope of water supply, reduce water loss, and institutional reform programs to improve the efficiency of water supply service provision. Phase 2 is expected to have 12 provinces participating in 15 component projects, with Nghe An alone having 3 component projects. In the memorandum of understanding signed between the Ministry of Planning and Investment and ADB, this phase is expected to allocate about 200 million USD.

The province's three component projects are in the process of registering for the ODA list to participate in the Vietnam Water Sector Development Program under the phased approach (MFF) with ADB loans, including the Vinh City Water Supply System Loss Prevention Project (Phase 1) with a total investment of about 24.410 million USD. The Cua Lo Water Supply System Upgrade and Expansion Project has a total investment of 14.678 million USD and the Thai Hoa Town Water Plant Expansion Project has a total investment of about 18.24 million USD.


Through ODA capital, Vinh City's water pipeline system will be renovated to avoid water loss.

The leader of Nghe An Department of Planning and Investment said: In parallel with the process of building and completing the detailed outline, currently 3 component projects have basically completed the draft feasibility study report to send to the Ministry of Construction. After receiving comments from the Ministry of Construction, the province will complete the dossier to send to the Ministry of Planning and Investment to submit to the Government according to the committed schedule.

It can be seen that the projects participating in the Vietnam water sector development program of the province are consistent with the development planning of Vinh urban area, Thai Hoa town, Cua Lo town as well as the criteria for using ADB's ODA capital in Vietnam.

ADB's ODA project capital has been cleared and has shown positive signs, which will contribute significantly to the socio-economic development of Nghe An.
