Implementing Resolution 11/NQ-CP of the Government: Nghe An seriously cuts public investment

Pursuant to Decision 574/QD-UBND dated March 7, 2011 of the Provincial People's Committee on the plan to implement Resolution 11/CP of the Government, all levels and sectors in Nghe An province have focused on specific tasks such as increasing revenue, preventing revenue loss, saving budget expenditures, especially expenditures that are not really necessary; reviewing, cutting and transferring investment capital; strengthening market and price management, ensuring social security and people's lives.

(Baonghean) -Pursuant to Decision 574/QD-UBND dated March 7, 2011 of the Provincial People's Committee on the plan to implement Resolution 11/CP of the Government, all levels and sectors in Nghe An province have focused on specific tasks such as increasing revenue, preventing revenue loss, saving budget expenditures, especially expenditures that are not really necessary; reviewing, cutting and transferring investment capital; strengthening market and price management, ensuring social security and people's lives.

The Department of Finance has coordinated with the Department of Industry and Trade and the Market Management Department to implement measures to strengthen price management and price stabilization in the province. Inspect and supervise price registration, declaration, price posting and selling at listed prices of business organizations and individuals. The Department of Finance also coordinated with the Tax Department to focus on exploiting revenue sources, strengthening the application of measures to collect tax debts; stepping up inspection, examination and supervision of tax payment. Budget revenue in the first 6 months of the year is estimated at 4,116 billion VND, equal to 86.5% of the estimate. Budget expenditure is estimated at 4,911 billion VND, equal to 46.7% of the estimate.

On March 14, 2011, Nghe An Provincial People's Committee issued Decision No. 680/QD-UBND assigning a target of saving 10% of regular expenditure to control inflation, with a saving target of 82,758 million VND, of which: provincial budget 51,894 million VND; district and commune budget 30,864 million VND. At the same time, temporarily stop equipping new cars, air conditioners, office equipment; do not allocate funds for non-urgent matters. The estimated budget for temporarily stopping the purchase of 30 cars is about 19,300 million VND.

On May 27, 2011, the Provincial People's Committee issued Decision No. 1871/QD-UBND to rearrange and re-arrange the annual basic construction investment plan, thereby postponing the commencement of 9 projects with a total investment of 3,012,664 million VND, with the total capital allocated in the 2011 plan being 62.25 billion VND. Including the following 9 projects: Provincial People's Committee Headquarters; Office of the Department of Information and Communications; Renovation of the Department of Health Headquarters; Tuong Duong District Party Committee Guest House; Office of the Do Luong District Agricultural and Fishery Extension Station; Renovation and upgrading of the Tan Ky Protective Forest Management Board Headquarters; Do Luong District Party Committee Headquarters; Office of the Quynh Luu Veterinary Station and Vinh-Cua Lo Boulevard.

The disbursement rate by the end of June 2011 (excluding district and commune budgets) reached 41.18% of the capital plan (mainly for transitional projects), lower than the same year in 2010 because the provincial State Treasury stopped disbursing for newly started projects according to Official Dispatch 334/KBNN dated March 8, 2011 of the central State Treasury.

However, in the process of implementing Resolution 11/NQ-CP, there have been difficulties. In the process of reviewing investment projects, there are many projects that have had bidding plans, winning bids, some projects using many sources of capital, have started construction and have implemented volume, in 2011, capital from the provincial budget will be allocated in the list of new projects. However, according to the direction of the Central State Treasury, the State Treasury of Nghe An province is currently stopping disbursement for all new projects, so the projects are not disbursed, even some projects that have advanced capital in the 2011 plan are not fully implemented. Projects cannot start construction, workers are unemployed, affecting the lives of workers in the construction industry, facing many difficulties. According to data provided by the Nghe An Department of Planning and Investment, there are currently 259 new projects in the province, with a total capital allocated in the 2011 plan of 489,023 million VND.
