Dien Thanh (Dien Chau): Investment in infrastructure construction.

(Baonghean) -In recent years, Dien Thanh commune (Dien Chau district, Nghe An) has focused on investing in rural traffic and intra-field canals, limiting flooding and facilitating travel during the rainy season.

Mr. Le Xuan Tien, Hamlet 11, Dien Thanh Commune said: When there were no canals in the fields, it was very difficult during the rainy season, the water drained very slowly, the village roads were flooded above the ankles and took a whole day to drain. Now, there is no need to worry about flooding anymore. The recent storm No. 3 had heavy rain but it did not affect anything.

Mr. Vuong Kinh, the head of hamlet 11, happily said: The most favorable thing is that we have the high consensus of the people in the whole hamlet, so when implementing any issues, everything goes smoothly. For example, mobilizing to build concrete roads in the hamlet's rural areas, canals, collecting all kinds of funds... are all very favorable, most of the people support. Currently, the rural roads in the hamlet are fully covered, of which the State budget and the commune budget (30%), the rest is mobilized from people's contributions.

As for Hamlet 4, in the first 6 months of 2011 alone, each family contributed an additional 3 million VND to repair the degraded roads and build some new roads. Ms. Ngo Thi Nga, Hamlet 4 said: We were able to attend meetings and discuss how to do it, then the Hamlet Chief assigned responsibilities to each member, the revenue and expenditure were always transparent and clear, so most of us agreed.


Many inter-hamlet roads in Dien Thanh have just been newly built.


Ms. Le Thi Huong - Vice Chairman of Dien Thanh Commune People's Committee said: Dien Thanh is a locality developing tourism, so the issue of rural traffic investment is always focused on by the commune. Currently, the whole commune has nearly 60 km of concrete roads, reaching 70%, the State budget and the commune budget invest 30%, the rest is contributed by the people. Typically, hamlets 4, 11, 9, 10... the canals of the hamlets have also been concreted, mainly contributed by the people. Particularly for the inter-commune traffic route and the same-color canals, the commune budget is 100%. Up to now, Dien Thanh has covered the canals with concrete, there are 18 km of inter-commune rural roads and some sections are being implemented.

Ms. Huong added: Every year, the commune committee convenes all hamlet chiefs together and discusses. The hamlets meet with members of the self-management group (on average, each hamlet has at least 25 households) to discuss based on the committee's design estimate, then organize a meeting of the people, where the people discuss, give opinions, vote, etc.

Dien Thanh is striving to complete the rural traffic criteria by 2012 and to achieve the new rural criteria by 2015. To achieve these targets, the commune is focusing on building the remaining roads. Continuing to mobilize resources from the people's contributions of 50% and the remaining 50% from the commune's budget.
