(Baonghean) - Despite the difficult local budget conditions, 2/3 of the party cells in the district have subscribed to the two newspapers Nhan Dan and Nghe An. As for Nghe An newspaper, 90% of rural party cells have it. Many party cells have known how to use the newspaper effectively: typically, Nghi Phong Party Committee has 22/22 party cells maintaining the practice of reading the newspaper 30 minutes before meetings. Not only in Nghi Phong, many party cells of party cells also have a similar approach. The party cell secretary is the person who guides the selection of content for research. Mr. Hoang Trung Kien - Secretary of Party Cell 11, Nghi Kieu Party Committee said: "Every day, when receiving the newspaper, the Party Cell Secretary quickly reviews the pages, marking important content. Then, the newspaper is sent to the Village Cultural House for management. Party members, cadres, and people who have the conditions can go there to read the newspaper. Important information through daily synthesis is introduced by the Secretary during regular Party Cell meetings".

To use party newspapers effectively, the Propaganda Departments of communes and towns have developed regulations on the management and use of information and propaganda materials, including party newspapers. The regulations clearly state that the party cell secretary is responsible for managing and creating conditions for cadres, party members and the masses to read newspapers. Nghi Khanh, Nghi Long, Nghi Phong, Phuc Tho, Nghi Kieu are units that have implemented this regulation well. Reading party newspapers, cadres, party members and the masses have a deeper belief in the Party's guidelines, policies and resolutions. Many economic models published in party newspapers, especially Nghe An newspaper, are widely studied and followed by cadres and party members. Mr. Le Van An - a member of Phong Vinh Party Cell, Nghi Phong Party Committee is a typical case. In addition to farming, his family has a new job, which is raising snakehead fish. Mr. An said: reading Nghe An newspaper, he once saw an introduction to a snakehead fish farming model in Nam Dan district. So he sought to learn and follow until now. Learning through the party newspaper, the people of Nghi Loc have actively transformed the structure of crops and livestock to bring high economic value. In recent years, Nghi Lam, Nghi Van, Nghi Kieu communes, farm raising has developed quite strongly. Each commune has dozens of large district-level farms.

However, in addition to effectively using the party newspaper, some rural party cells and party committees still have difficulty accessing information in the press. Most of the daily party newspapers are delivered by post to the Party Committee office or the commune cultural post office. Many party cells far from the center do not have the conditions to receive newspapers in time, so the information in the newspaper reaches the readers late. Some party cells do not know how to use newspapers effectively. Mr. Ho Nam - Head of the Propaganda Department of Nghi Loc District Party Committee said: "To overcome that limitation, party committees at all levels must have appropriate mechanisms so that newspapers can be delivered quickly to readers. In the process of reading and exploiting newspapers, people with the ability to discover and select articles with good content should be selected to suggest to the party cell to read and study more carefully. It is necessary to replicate the model of reading newspapers before meetings as some party cells in the district have been doing".
