Issue emission standards roadmap for cars and motorbikes

From January 1, 2017, newly manufactured, assembled and imported automobiles must apply level 4 emission standards, while newly manufactured, assembled and imported two-wheeled motorbikes must also apply level 3 emission standards.

By January 1, 2022, the above-mentioned types of cars will have to apply level 5 emission standards.

That is the Regulation on the roadmap for applying emission standards to newly manufactured, assembled and imported automobiles and two-wheeled motorbikes that has just been issued by the Prime Minister in Decision 49/2011/QD-TTg.

The Prime Minister assigned the Ministry of Transport to develop, promulgate and announce national standards on motor vehicle emissions of levels 3, 4 and 5 to ensure they take effect according to the roadmap. At the same time, based on the actual situation, research and develop regulations to raise the standards for motor vehicle emissions.

The Ministry of Science and Technology is assigned to promptly develop, promulgate and announce national technical regulations on gasoline, diesel fuel and biofuel with quality corresponding to emission standards level 3; level 4 effective from January 1, 2016; level 5 effective from January 1, 2021.

This Decision applies to relevant state management agencies, organizations and individuals that manufacture, assemble and import automobiles and two-wheeled motorbikes. Except for special motor vehicles of the military and police used for defense and security purposes as prescribed by the Ministry of National Defense and the Ministry of Public Security.

Emission standards level 3, 4, 5 are standards on testing and limiting pollutants in exhaust gas corresponding to Euro 3, 4, 5 levels specified in the technical regulations on motor vehicle emissions of the United Nations Economic Commission for Europe, or in the European Union directives applicable to newly manufactured, assembled and imported motor vehicles.
