(Baonghean) -Visiting the central markets of some districts. It is easy to see that most central markets are highlights in the socio-economic development of localities. However, there are still many difficulties and shortcomings in the process of upgrading and converting this model.
Implementing the motto "The State and the people work together", the district market centers have mobilized nearly 80% of socialized capital. Mr. Bui Dang Ly - Chairman of Anh Son Town People's Committee affirmed: "During the development process of over 15 years, in terms of economy, the district market has contributed significantly to the development of the locality. Anh Son market attracts over 125 business booths, the market area is over 1000m22".
Do Luong Market is located on 13,000 m2, including 2 main halls, more than 900 kiosks with nearly 1000 small traders doing fixed business from agricultural products to domestic and foreign goods. In recent years, the market has contributed billions of dong each year to the district budget.
However, at present, the district markets still face many difficulties in the process of upgrading and converting, such as: The new premises of Anh Son district market are about to be completed in terms of facilities, with a budget of over 5 billion VND. However, up to this point, traders still have the mentality of sticking with the old market even though the business contract has expired. About 50 kiosks have pushed and sold off their goods at unprecedentedly high discounts. The remaining households mostly invested a lot of capital, borrowed from banks to invest in business, so they try to earn as much money as they can.
Ms. Dang Thi Loan, who specializes in selling fabrics and blankets, confided: "Our family has been attached to Anh Son market for 17 years. Now the town requires the deadline to bid for a new market, but the price of stalls is too high. Each stall in the market is about 4-5m2 in area, priced at 39-45 million VND. Outside the market, a stall about 12-15m2 wide costs 50-70 million VND." Ms. Nguyen Thi Hien, owner of a grocery store, said: "The new market is located deep in the alley, isolated from National Highway 7, and shares the gate of the Cultural Village of Block 4A. The flea market and the market are separate. The kiosks in the market are too narrow, who can we sell to now?"
Talking with Mr. Bui Dang Ly - Chairman of Anh Son Town People's Committee, it is known: "Up to now, the project to upgrade Anh Son district market has been basically completed with a scale of over 1000m2, including 2 floors, 80 kiosks in the communal house and 14 kiosks outside the communal house. The district advisory council has proposed a price frame based on the balance of construction costs. The new market project is built from the district, local and partly provincial budgets. The district is completing the documents to prepare for bidding".
It can be seen that the problem of upgrading and converting the model of the district central market has not been solved. The urgent problem now is to build a flexible mechanism that is suitable between the interests of the local government and the small traders.
