Right at the junction of Provincial Road 538 through Tang Thanh commune, the gravel layer was poured and sank, causing many cars to get stuck. Especially at the point of Dong Thanh, Kim Thanh, Tang Thanh communes, the site has not been cleared yet. The main reason is because of the electric poles and residential land.

The section of road 333 starting from National Highway 7 connecting to Cau Loi - National Highway 1A worth more than 70 billion VND, up to now only more than 30% of the volume has been constructed. Typically, the Western Construction and Trading Joint Stock Company has not yet started construction since receiving the project, the reason is that the total value of the contract package is 9.5 billion VND, but the Company has only received 1 billion VND in advance. The commune is planning to allocate the budget to buy gravel on the road for people to temporarily travel". The section passing through the center of Hop Thanh commune, the contractor has dug the road, cast drainage pipes, however, some of the pipes are not filled with soil, causing people to often fall off their motorbikes. Mr. Nguyen Vuong Ngoc - Head of the Department of Industry and Trade of Yen Thanh district, said: Besides the difficulties, some contractors are still trying to construct. As for Provincial Road 333, Tan Nam Construction Company has completed the construction of a road of more than 3 km in Do Thanh commune. Viet Phat Construction and Trading Joint Stock Company (Yen Thanh) has constructed 1 bridge and 2 km of road in Tho Thanh commune. Long Thanh Company Limited (Yen Thanh) has advanced 1 billion VND and has constructed a volume of over 3 billion VND in Vinh Thanh commune. Minh Quang Construction Company has constructed Khe Chua road (Quang Thanh) for over 45 billion VND and has only advanced more than 10 billion VND. Up to now, the company is deploying construction machinery with a volume of tens of billions of VND, and plans to put it into use in June 2012 according to the contract. Mr. Ngoc further explained: Although the capital is behind schedule, the contractors have all received 2% of the project value to ensure traffic during the construction process. Therefore, the contractors must have the responsibility to level the roads for people to travel. Recently, the district has coordinated with the Provincial Traffic Safety Committee to inspect all routes and administratively sanction a number of contractors.

The commune only hopes that contractors will help people level the road, pour temporary gravel so that people can travel conveniently. It is known that the road on the left bank of the Lam River is worth over 200 billion VND, with a length of 35 km, started construction in 2009, has been implemented for nearly 3 years but currently only a few sections of the roadbed have been completed. Mr. Bui Xuan Ngo - Head of the Project Management Board added: The reason for the slow construction is due to lack of capital. This road is worth over 200 billion VND, however, only over 60 billion VND has been invested, the Project Management Board has called on contractors to leave machinery to level the muddy roads.

In Con Cuong district, there are currently many unfinished construction routes causing difficulties for traffic participants. For example, the Bong Khe - Binh Chuan route is 35 km long, passing through the communes of Mau Duc, Binh Chuan, Don Phuc... which started construction in 2008 and has only been completed for 4 km so far. People in Binh Chuan commune, which has 7 villages, can hardly travel on this route. Mr. Nguyen The Manh - Chairman of Binh Chuan Commune People's Committee, lamented: People in Binh Chuan who want to go to the center of Con Cuong district have to go around to Tuong Duong district, which is nearly 100 km. Mr. Quang Vinh - Head of Hop Thanh village, Don Phuc commune, was upset: "The road through the village is 6 km long, the mud is so thick that it is impassable. Some sick people have to use stretchers to go to the hospital because motorbikes cannot go.

Although knowing that this is a difficult period of capital shortage, most contractors are entitled to receive 2% of the project value to ensure traffic for the road they are constructing, but many contractors still ignore it, causing frustration for the people. Faced with this situation, investors, provinces and districts need to urge contractors to level the road to ensure traffic for people to travel, and mobilize capable contractors to continue construction.
