(Baonghean) -Continuing the program of the 2nd session of the 13th National Assembly, this morning, November 3, in Hanoi, National Assembly deputies discussed in groups to give opinions on the Draft Law on Deposit Insurance and the Draft Law on Water Resources.

The delegation of the National Assembly of Nghe An province discussed in group 5 with the delegations of the National Assembly of Vinh Phuc and Dak Lak provinces. Discussing in groups, the majority of delegates highly agreed on the necessity of promulgating the Law on Deposit Insurance. Regarding the deposit insurance agency, delegates suggested that it should have an independent status, but be supervised by other agencies. It is not advisable to choose the legal form of an enterprise but rather a State agency implementing public policies. Based on the 12 years of operation of the Deposit Insurance, to ensure effectiveness, the law should stipulate the functions and tasks on a wide scale for the deposit insurance organization so that the Vietnam Deposit Insurance has sufficient authority to perform its tasks and powers. At the same time, it clearly stipulates the economic rights groups, information provision... of the 3 groups of subjects affected by the Law, especially ensuring the rights of insured depositors.

Delegate Phan Van Quy - Nghe An delegation said: in the context of many economic fluctuations, it is not advisable to stipulate fixed deposit insurance premiums and deposit insurance limits in the Law, in order to ensure flexibility in implementation. The delegate also proposed that the subjects of application are individuals with deposits, not organizations. The type of deposit insured is in Vietnamese Dong.

State management of deposit insurance and the model of deposit insurance organization, delegates from Vinh Phuc and Dak Lak provinces proposed to maintain the current regulations on deposit insurance organization, according to which the Vietnam Deposit Insurance is established by the Prime Minister and assigned to the State Bank of Vietnam to manage its operations to ensure the relative independence of Vietnam Deposit Insurance and increase depositors' confidence.

Discussing the Draft Law on Amended Water Resources, delegates also highly agreed with the draft Law as amended. However, some delegates said that basic investigation of water resources is a task that requires investment in funding, human resources, and technical equipment. Therefore, basic investigation of water resources needs to be carried out according to a plan. Regarding the scope of the Law, it is necessary to adjust the prevention, control and overcoming of consequences of damage caused by water so that the exploitation, use, protection of water resources and prevention of damage caused by water are closely linked, mutually supportive, ensuring the principle of unified management, comprehensive exploitation and use, and multi-purpose. Delegates from Dak Lak and Vinh Phuc provinces suggested adding mineral water and hot water sources to the draft.

Delegate Nguyen Thi Hai (Nghe An province) said that the transparency of the draft law on water resources (amended) this time is not high, many important contents are stipulated by the Government in sub-law documents, specifically there are more than 20 provisions out of 85 articles, so the delegate suggested that the Law Drafting Committee should review and study specific regulations in the law, paying more attention to the characteristics of mountainous areas, remote areas, border areas, and areas where ethnic minorities live. Because these areas currently lack water for production and daily life, especially in the dry season, and are also places that are often affected by flash floods. Therefore, the draft law needs to clearly demonstrate the responsibility of the State, business organizations, and individuals in investing in exploiting, using, protecting the environment, protecting water sources, and flows to ensure the lives of ethnic minorities.
