(Baonghean) - Nghe An Newspaper on October 18, 2011 published an article "Including criteria of academic scores in considering the establishment of preschool teachers in Yen Thanh is mechanical and unrealistic". In response to the issue raised by the newspaper, on October 20, 2011, the Department of Education and Training of Yen Thanh district issued Document No. 434/QDGD & DT in response stating: After receiving the notification of the establishment quota of preschools, Yen Thanh district organized a meeting of the appraisal council with the principals of schools in the area to implement the recruitment steps in accordance with Instruction No. 837 of the Department of Education, Home Affairs, Finance and Social Insurance of the province and Decision No. 62/2007 of the Ministry of Education and Training. Implementing the direction of the Chairman of the District People's Committee on the recruitment of preschool teachers and staff must closely follow Instruction No. 837 and related current regulations. The documents clearly stipulate how to calculate points, priority policies, types of documents, including transcripts to calculate points, how to calculate years of service, salary... and are implemented publicly, each teacher compares with the regulations, calculates his/her own points.

Through the school council, the school publicly and unanimously makes a list and sends it to the Department of Education to compile, ranking the scores from high to low; at the same time, closely monitor the situation, summarize the problems in the conversion and recruitment process before submitting it to the District and Provincial Appraisal Council for approval. However, in the process of implementing the recruitment profile and the actual reflection of teachers and inspection by the Department of Education and Training, in the area, there are some teachers who no longer have their transcripts because they have studied for a long time, asking for transcripts at vocational schools takes a lot of time, causing confusion and possible negativity; some teachers have many years of experience, so if the scores are calculated for recruitment according to the regulations of the inter-department, they will have lower scores than young teachers...

Faced with the above situation, the Yen Thanh District Education Department reported to the Chairman of the District People's Committee to work with the Appraisal Council and came to a decision: For teachers who no longer have their transcripts, they do not have to meet with vocational schools to request them again, but must submit a report to the school themselves; the principal will make a list to report to the district for resolution, if necessary, the district will send someone to the educational institution to collect them, avoiding a chaotic situation that can easily cause negativity. In addition, the District People's Committee also assigned the Department of Education and Training and the District Department of Internal Affairs to collect problems and advise the District People's Committee to report to the Department of Education and the Department of Internal Affairs to have appropriate and unified recruitment measures throughout the province, avoiding disadvantages for teachers with many years of experience; ensuring publicity and fairness in recruitment and developing a plan to resolve surplus teachers.

Currently, Yen Thanh is implementing the teacher recruitment process, and has not announced who is on the payroll, so it cannot be said who is disadvantaged and unfair. The requirement for teachers to have a transcript to calculate the admission score is in accordance with Inter-departmental Instruction No. 837, Yen Thanh district did not set it up on its own. However, there were some problems in the implementation process, and the district People's Committee has asked for instructions from higher levels to handle them. The Department admitted that the discovery of problems in the conversion process was not timely enough to submit to competent authorities for solutions, causing difficulties and inconvenience for vocational schools and teachers when they had to request transcripts in bulk.
