In recent years, implementing the Resolution of the 10th Party Congress, the Politburo (10th tenure) has launched the Campaign "Studying and following the moral example of Ho Chi Minh" throughout the Party and the whole society. The Campaign has received the response and active participation of a large number of cadres, Party members and people, and has achieved important initial results. The Campaign has affirmed: Studying and following the moral example of Ho Chi Minh has both urgent and long-term significance for the cause of building and defending the Fatherland of the entire Party, people and army. On that basis, the 11th Party Congress decided to make studying and following the moral example of Ho Chi Minh a regular task of the Party and the whole society.

Studying and following Uncle Ho's moral example requires the establishment of criteria and clear regulations on exemplary responsibilities of cadres and party members, especially key leaders and heads of agencies, localities and units. When heads and key leaders truly set an example in studying, training and cultivating ethics in work and life, it will ensure that the implementation results in agencies, localities and units are truly effective and have a spreading effect in society.

Honored to be the homeland of beloved Uncle Ho, in recent years, the Party Committee and people of all ethnic groups in Nghe An have been studying and following Uncle Ho's moral example, which has been actively participated in by Party committees at all levels, sectors, and people from all walks of life with a sense of responsibility and with all the enthusiasm and heart of cadres, party members and people. Many typical and advanced examples have appeared with 1,147 collectives and 1,875 individuals in many fields, localities, units, at different ages and positions being honored. 112 cluster-level competitions; 28 district-level, city-level, town-level and affiliated party committee competitions "Telling stories about Ho Chi Minh's moral example" have been organized. The rate of cadres and party members in the whole province participating in "registering to follow Ho Chi Minh's moral example" reached 89.7%.

After 4 years, there have been more than 15,000 news and articles about the implementation of the Campaign in newspapers and radio; 67 outstanding press, literary and artistic works were selected and awarded in the Campaign on the topic of "Studying and following the moral example of Ho Chi Minh"; the whole province has mobilized more than 50 billion VND to contribute to the Gratitude Fund, the Agent Orange Victims Fund, the Charity Fund, etc. Renovating and repairing more than 4,000 houses for policy families and poor people, while supporting seedlings, medical examination and treatment for policy beneficiaries and the poor, especially in remote and border areas. Activities responding to the Campaign, typical examples of studying and following the moral example of Ho Chi Minh have had a profound educational effect in the Party and spread to society.

However, in the process of implementing the Campaign, the awareness of some Party committees, authorities, the Fatherland Front and organizations about the role, purpose and significance is still limited and uneven. Due to the lack of specificity and generality in the implementation and direction, it has not become a central content in leading the Party building work and implementing the political tasks of the industry, locality, agency and unit. A number of cadres and Party members, including first of all the leaders, have not been exemplary in maintaining moral qualities and lifestyle, which has affected the trust of Party members and the masses in the Party and the success of studying and following the moral example of Ho Chi Minh. Propaganda work has not been really sharp and effective, and has not vividly reflected the results of implementing the Campaign at the grassroots level, first of all, good people, good deeds, good and creative ways of doing things; in some places and at some times, there has been perfectionism in propagating typical advanced examples.

To be worthy of being Uncle Ho's homeland, we need to widely, practically, effectively deploy and fully and seriously implement the contents of Directive 03 dated May 14, 2011 of the Politburo; Plan 03 dated July 1, 2011 of the Central Party Secretariat; Plan No. 19 dated September 14, 2011 of the Provincial Party Committee Standing Committee on continuing to promote studying and following the moral example of Ho Chi Minh; We need to continue to thoroughly grasp the contents of Uncle Ho's last letter to the Nghe An Provincial Party Executive Committee on July 21, 1969, considering this as Uncle Ho's wish for Nghe An before he passed away.

At the same time, Party committees, branches, localities and units cannot rely on solutions from the Central Government or from higher levels, but each locality and unit must proactively propose specific and appropriate solutions.
