Regarding the orientation of vocational training in accordance with social needs and the general economic development requirements of the country, in recent years, the development of vocational training has always been planned, ensuring the orientation is suitable with the needs of society and the requirements of the country's economic development. This is clearly shown in legal documents on planning the network of vocational training facilities, specifically:

This is clearly shown in legal documents on planning the network of vocational training facilities, specifically:


- Decision No. 48/2002/QD-TTg dated April 11, 2002 of the Prime Minister on approving the Vocational School Network Planning for the period 2002-2010, clearly stated: "Building a network of vocational schools and other vocational training facilities to meet the needs of socio-economic development...". The planning principle is "based on the socio-economic development strategy of the whole country, of each industry, each economic region and each locality...".


- Decision No. 07/2006/QD-BLDTBXH dated October 2, 2006 of the Minister of Labor, War Invalids and Social Affairs on Approval of the "Planning for the development of the network of vocational colleges, intermediate vocational schools, and vocational training centers until 2010 and orientation to 2020", also determined that the planning perspective must be "consistent and synchronous with the planning strategy and socio-economic development plan of the whole country;... adjusting the structure of industries, occupations, and training levels to suit the needs of the labor market".


Up to now, the development of the network has been planned and in line with the right direction. Vocational training institutions have organized vocational training according to the needs of the labor market and enterprises, training linked to employment and employment addresses after graduation. In 2010, the first graduating class of vocational colleges had over 80% of students finding jobs or creating jobs in the right profession right after graduation; in some schools, this rate reached over 95%.


- Decision No. 1956/QD-TTg dated November 29, 2009 of the Prime Minister approving the Project on Vocational Training for Rural Workers by 2020 clearly states: "Strongly shift vocational training for rural workers from training based on the existing capacity of training institutions to training based on the vocational training needs of rural workers and the requirements of the labor market; link vocational training with strategies, planning, and socio-economic development plans of the whole country, each region, each industry, each locality" and the employment rate after vocational training reaches 80%. On April 15, 2011, the Government held a conference to review one year of implementing Decision No. 1956/QD-TTg to evaluate, draw experience, and implement in the coming time, ensuring that vocational training for rural workers is oriented in accordance with the needs of society and the general economic development requirements of the country.
