Nam Cat domestic water supply project: "Shelved" waiting for pipeline

The Nam Cat domestic water supply project was officially started in February 2006, with the People's Committee of the commune as the investor. The construction unit is Nghe An Water Supply One Member Company. The scale of the project is built on 0.6 hectares of agricultural land and a small amount of fallow land in Quy Duc hamlet, with a total investment of over 1.9 billion VND, and a design capacity of 400m3 of water per day and night. The project is built based on a plan to ensure clean water for 700 households in 7 hamlets in the lowlands (often severely flooded) from Quy Duc hamlet to My Thien hamlet of Nam Cat. The project is implemented according to the principle of the State and the people working together, the State supports 40% of the cost corresponding to the above investment source. Although it has been completed for a long time, the factory has not yet been put into operation. Currently, the factory has begun to deteriorate.


Mr. Nguyen Xuan Binh - Chairman of Nam Cat Commune People's Committee said: From the time of starting the procedures for site clearance and design consultancy, the 7 hamlets involved in the project have committed to contribute and build a complete domestic water project. Based on the design, to supply water to the 7 hamlets, there needs to be over 3.2 km of main pipeline system and over 17 km of herringbone water pipeline. According to calculations at this time, 700 households in 7 hamlets in the project area will have to contribute nearly 7 billion VND to complete the water pipeline system from the source, equivalent to an average of 10 million VND/household.


According to Mr. Binh's explanation, after completing the factory's focal point, the commune directed many hamlet and people's meetings, but people all thought that the contribution and investment level was too high, so up to this point, more than 4 years after starting the construction of the domestic water supply factory, the commune has not yet mobilized any money from the people.


Obviously, the Nam Cat commune government, as the project investor, has not directed the implementation of the water plant construction project resolutely. There is no balance and science to create a common consensus and bring benefits to the people in general. In the coming time, the Party Committee and the Nam Cat commune government need to make reasonable calculations soon to remove difficulties.
