Although there are still many problems for Dien Hong Industrial Park, it is easy to see that the success of this model has created a foundation for Dien Chau to boldly invest in developing the industrial park. Although the budget capital is difficult, the district mobilizes investment capital sources and mobilizes enterprises to build the industrial park. This approach both ensures progress and effectively serves enterprises in implementing investment projects.

Dien Thap Industrial Park is built on an area of ​​15 hectares with a total investment of more than 51 billion VND. Currently, the technical infrastructure works: roads, drainage systems, sidewalks, etc. have been completed. Thanks to that, Dien Thap Industrial Park has become an attractive address for investors. Here, the district's strengths are prioritized for development (agricultural, forestry and fishery processing, plastic processing, etc.). Currently, Dien Thap Industrial Park has 24 registered investment establishments with a total registered capital of 160.8 billion VND. There are 2 projects in operation, 5 projects under construction and other projects are completing the necessary procedures to prepare for construction. Learning from Dien Hong Industrial Park, the planning and synchronous construction of technical infrastructure in Dien Thap Industrial Park has been seriously implemented. The wastewater system (worth 7 billion VND) has been bid and the power system is being actively deployed.

It is known that in the past, Dien Chau planned 5 industrial parks (Dien Hong, Dien Ky, Dien An, Dien Thap and Dien Ngoc), but during the implementation process, some industrial parks were not suitable with the general development plan of the region, so the investment direction was changed, that is Dien Ky industrial park was planned into an urban and commercial area, Dien An industrial park "fell" into the planning of the Southeast Economic Zone. It can be seen that Dien Chau is one of the top localities in developing industrial parks in our province.

In order for the industrial parks to develop in accordance with the approved planning, the province has promptly issued support policies such as: Support for detailed planning costs from 100 - 120 million VND/cluster; Compensation for site clearance of 100 million VND/ha; Investment in technical infrastructure in industrial parks of 3 billion VND/cluster... However, these policies are still not "strong enough" to attract investors to the field of industrial park development, leading to slow implementation progress. Currently, in the province, there are 14 industrial parks that have approved technical infrastructure investment projects with a total planning area of ​​185.8 hectares (total investment according to the approved project is up to 544.2 billion VND). Currently, only Dong Vinh Industrial Park (Vinh City) has an infrastructure business investment unit, the remaining industrial parks are investors of the People's Committees of districts, cities and towns.

It is known that the total investment capital in the field of industrial park development reached 226 billion VND and 6 industrial parks have basically completed the investment in technical infrastructure items, namely Nghi Phu Industrial Park, Dong Vinh (Vinh City), Dien Hong (Dien Chau), Chau Quang (Quy Hop), Do Luong Town, Anh Son Town and many other industrial parks are actively implementing. However, compared to actual requirements, the development of industrial parks in our province is still slow. The reason is that the implementation of infrastructure construction of industrial parks is not synchronous, not meeting the requirements of attracting investment. The planning work in some places is still unscientific, construction is not in accordance with the planning, the infrastructure system is built in a "patchwork" style... so many urgent problems arise such as: environmental pollution, construction of office buildings, housing right in the industrial park. One problem for businesses when investing is the cumbersome administrative procedures and mechanisms, especially in the fields of land lease, land use contracts, and site clearance compensation.

To develop industrial parks to meet the set plan (by 2010, 41 industrial parks will be developed), all levels and functional sectors need to strengthen state management of industrial parks and enterprises that have invested in production, especially focusing on handling violations of investment regulations and designs. Inspect and evaluate environmental protection. Provide support for enterprises in industrial parks according to provincial policies. Continue to accelerate investment in construction and preparation for investment in developing industrial parks according to the plan. Industrial park management boards in localities, based on the progress of approved technical infrastructure investment projects, specify construction work in accordance with capital capacity and meet the development needs of enterprises.
