Innovating and improving the quality and effectiveness of mass mobilization work.
(Baonghean)On October 15th this year, we joyfully celebrate the 81st anniversary of the Party's tradition of mass mobilization work and the National Mass Mobilization Day. Sixty-two years ago, on October 15th, 1949, President Ho Chi Minh wrote the article "Mass Mobilization," published in the newspaper Sự Thật (Truth), affirming: "Mass mobilization is very important. Poor mass mobilization leads to poor results in everything. Skillful mass mobilization leads to success in everything."
Imbued with that perspective, for over eight decades, through successive periods of historical struggle, our Party has always placed mass mobilization work as one of its top priorities, aiming to unite the people into mighty armies fighting under the glorious banner of the Party, with the strength to move mountains and fill seas, achieving glorious victories in revolutionary movements and in the two sacred wars of resistance against foreign invaders, as well as in the current cause of reform.
Along with the rest of the country, in recent years, the mass mobilization work in our province has received significant attention and achieved important milestones. The work has been reformed, closely adhering to the political tasks of the locality and units, paying attention to new areas, and meeting the demands of socio-economic development. As a result, it has united the strength of all strata of the people; people of all faiths and ethnic groups; harnessed the people's strength to overcome countless difficulties and challenges; successfully implemented the tasks of each stage of the revolution; built Nghe An into a politically stable and socio-economically developed province; maintained national defense and security; and continuously improved the lives of the people.

Implementing the "Effective Mass Mobilization" emulation movement launched by the Central Mass Mobilization Department, in recent years, the mass mobilization system throughout the province has done a good job in building models and exemplary cases of "Effective Mass Mobilization," resulting in thousands of such models appearing everywhere, in all fields. Specifically, from the beginning of 2011 to the present, the province's departments and localities have successfully built 381 models and exemplary cases of "Effective Mass Mobilization," including 5 models from the Provincial Fatherland Front and mass organizations, 42 models at the district level, and 376 models and exemplary cases at the commune level. These models and exemplary cases of "Effective Mass Mobilization" are most concentrated in important areas such as national security and defense, new rural development, implementation of grassroots democracy regulations, and mutual assistance in poverty reduction. Thanks to the effective "Effective Mass Mobilization" work, departments and localities have resolved many difficult problems, mobilized internal resources to build infrastructure, develop the economy, and ensure political and social stability.
In Hung Tan commune, Hung Nguyen district, through skillful mobilization, the people donated land to build the commune's main road, 13 meters wide, one of the most beautiful roads in the province. The commune also built a "water treatment plant" to supply clean water to the people. Similarly, in Tan An commune – one of the most remote and difficult communes in Tan Ky district – thanks to effective people mobilization, the people donated thousands of square meters of land and contributed money to build a wide rural road system and schools, creating a foundation for the commune to build a new rural area... Many localities have exemplary models of "skillful people mobilization," such as Quy Hop, Tan Ky, Nghia Dan, Quynh Luu, and Dien Chau... However, compared to the requirements, people mobilization work in the province still has limitations and weaknesses. The implementation of grassroots democracy in some places remains superficial. Some Party committees have not paid sufficient attention to mass mobilization work, and have not appointed cadres with the necessary qualities, qualifications, and capabilities to carry out mass mobilization work... A segment of cadres and civil servants rarely listen to the opinions of the people; they rely heavily on administrative orders and do not focus on motivating, persuading, and mobilizing the people...
Currently, in response to new demands, the mass mobilization work of our province needs to continue to innovate, improve its quality and effectiveness, especially in monitoring the ideological developments of the people and in gathering and mobilizing the masses, in order to actively contribute to bringing the Party's guidelines and resolutions, and the State's policies and laws into life, and building a stronger and more prosperous Nghe An province!
