Approving reasonable prices and the right beneficiaries of low-income housing policies

On the afternoon of November 13, the Economic - Budget Committee of the Provincial People's Council, led by Mr. Pham Anh Tuan - Deputy Head of the Economic - Budget Committee, Chairman of the Nghe An Provincial Labor Federation, continued to monitor the implementation of support policies for low-income housing projects in urban areas and housing for workers in industrial parks in the province.

(Baonghean) -On the afternoon of November 13, the Economic - Budget Committee of the Provincial People's Council, led by Mr. Pham Anh Tuan - Deputy Head of the Economic - Budget Committee, Chairman of the Nghe An Provincial Labor Federation, continued to monitor the implementation of support policies for low-income housing projects in urban areas and housing for workers in industrial parks in the province.

According to the leaders of the Department of Finance, the reason why the low-income housing projects implemented are at a low rate compared to the total number of projects registered and approved for investment by the Provincial People's Committee (2/9 projects) is that the central and provincial policies have not yet been implemented, except for the policy of exempting land use fees within the scope of the project. The exemption of land use fees compared to the total cost of building low-income housing is insignificant because this type of house is mainly high-rise, from 5 floors or more, so the land use rights fee exempted according to the policy accounts for a small proportion.

The difficulty for investors participating in the implementation of low-income housing projects is the capital issue. The two low-income housing projects that have been and are being implemented are both self-funded by enterprises, and there has been no support from the State. Due to the inability to borrow preferential capital, borrowing capital from commercial banks with high interest rates has pushed up the price of apartments, affecting the home buying of low-income people, so investors have not dared to invest in this type of housing. Therefore, it is necessary to urge the good implementation of the policies and regulations issued by the Central Government and the province, especially in supporting credit loans from the Vietnam Development Bank, and there has been no adjustment or addition of any other mechanisms or policies. The Department also proposed that the Provincial People's Committee focus on implementing the construction of 9 projects that have been registered and approved for pilot purposes, and should not approve any new projects.

The monitoring team has reminded the Department of Finance to pay attention to early approval of low-income housing prices and widely announce them to the subjects (currently, while waiting for official price approval, the Provincial People's Committee is allowing investors to announce prices according to their estimates to inform home buyers). At the same time, early approval of beneficiaries of low-income housing projects will contribute to quickly solving the housing needs of the people after the projects are completed and put into use.
