Tam Son inter-commune road: Not yet handed over but already severely damaged

The road project has a total length of nearly 8km, with Anh Son District People's Committee as the investor.

The project started construction at the end of 2004 according to the standards of grade 5 roads, with 3 contractors in charge of construction: Manh Sang Trading Company, headquartered in Do Luong district (package 1); Binh Thuan Investment Construction Joint Stock Company and Bach Viet Joint Stock Company (package 2) and An Thinh Company Limited (package 3).

According to the plan, the project would be completed after one year from the start date. However, due to poor capacity or the contractor's attempt to "soak up" the project, it took until the end of 2010 for the road to be completed.



People have to put bamboo stakes in the middle of the road to keep it from sinking.

The project has not been accepted yet, but the local people and authorities here are extremely upset because the quality of the project is too poor. Only less than a month after being put into operation, many sections of the road have cracked and sunk, the road surface has many cracks, some sections have formed grooves... because the road surface is very weak, the aggregate layer below is very thin, and the asphalt layer above is not sticky enough.

Meanwhile, overloaded vehicles often run through. Many sections of land and rocks protrude in the middle of the road, some of which are deep depressions, unintentionally becoming "traps" that cause accidents for road users. Many sections are plowed like a rice field. Trucks are stuck in the middle of the road and cannot move. In some sections, people have to use bamboo poles to plant in the middle of the road and then put together planks to walk.

Talking to us, Mr. Bui Xuan Ngo - Head of the Anh Son District Project Management Board expressed: "Although the Project Board has repeatedly sent documents and called to request the construction unit and contractor to fix and repair the road before acceptance and handover, the contractors have remained silent. Up to now, the road has been plowed like a mess but the contractor has disappeared?"

It is recommended that the authorities promptly intervene to clarify the responsibilities of the relevant parties and promptly remedy the above situation.
