(Baonghean.vn) - On the occasion of the New Year of the Dragon and comrade Phan Dinh Trac - Member of the Party Central Committee, Secretary of the Nghe An Provincial Party Committee, who has just attended the 4th Central Party Committee Conference, Nghe An Newspaper interviewed the Provincial Party Committee Secretary on a number of issues surrounding the content of the Conference.

Reporter: Could you please tell us, Provincial Party Secretary: Why did the 4th Central Conference raise urgent issues on Party building today, and what are those issues?

Comrade Phan Dinh Trac:We will thoroughly understand Central Resolution 4, but I will briefly say as follows:History has proven that the Party's leadership is the leading factor deciding all victories of the Vietnamese revolution.MaleParty building work is always a particularly important task, of vital significance to our Party and our regime.

Based on the international context, the current situation and the requirements of the task of building and defending the country in the new period, the recent 4th Conference of the Party Central Committee identified three urgent issues in Party building today. These are: (1) Preventing and repelling the degradation of political ideology, ethics and lifestyle of a significant number of cadres and Party members, especially leaders and managers at all levels. (2) Building a contingent of leaders and managers, especially at the Central level, to meet the requirements of industrialization, modernization and international integration. (3) Clearly defining the authority and responsibility of individual heads of Party committees and authorities in relation to the collective Party committees, authorities, agencies and units.

Reporter: According to you, what are the core contents and requirements of each of the above urgent issues?

Comrade Phan Dinh Trac:The content of political ideology and lifestyle ethics is relatively broad. The degradation of political ideology and lifestyle ethics manifests itself in many forms, both subtle and public, sometimes confusing "black and white" and difficult to determine. In my opinion, it is necessary to determine the following specific contents to evaluate the political ideology and lifestyle ethics of cadres and party members:

- Speak, write and act in accordance with the Party's policies and the State's laws.

- The pioneering, exemplary and protective role of cadres and party members (both themselves and their families).

- Honest, straightforward, fair, objective, protect what is right, fight what is wrong with pure motives, high sense of construction.

- Modest, responsible, dedicated and effective towards common work, talk less and do more, practice what you preach.

- Close to the people, listen to the people, care about handling people's pressing issues, fight against bureaucracy.

- Implement the principles of organizing Party activities correctly, maintain internal solidarity. Here, it is important to note that in dealing with internal disunity, it is necessary to distinguish the cause: one side is right, the other side is wrong, and the wrong side refuses to admit and correct, then one-way solidarity is not possible, therefore, the wrong side must be dealt with, not both sides as we have been doing for a long time. Only then can we ensure true solidarity, encourage self-criticism and critical struggle for solidarity.

Regarding the building of a team of cadres, leaders and managers at all levels to meet the requirements of industrialization, modernization and international integration. First of all, it is necessary to clearly define the criteria for evaluating, selecting, training, fostering, arranging and using cadres properly. Leaders and managers must: have heart, have vision, have good methods and enthusiasm, responsibility, dare to think, dare to do, dare to take responsibility. Depending on each cadre and field of work, specify the "heart" and "vision" accordingly.

Conditions for appointment: senior officials must have held key leadership positions at lower levels (Ministers, Politburo members, Party Central Committee Secretaries, Deputy Prime Ministers and above must have held key provincial positions; Secretaries, Chairmen, Vice Chairmen of People's Committees, People's Councils, and Standing Committee members at provincial level must have held key district-level positions; similar positions at district level must have held key commune-level positions). There must be an effective mechanism to protect good, dedicated, responsible, dedicated officials who dare to fight for the right. In handling officials' violations, it is necessary to clearly distinguish between violations due to enthusiasm for innovation for the common good, for the Party, for the people, and violations due to personal, impure motives.

A relatively common situation today is that individual responsibility is unclear, often relying on the collective, and it is unclear who is ultimately responsible. In many cases, people have responsibility and authority but do not dare to decide or act, but wait for collective opinions because they are afraid of responsibility.

To clearly define the authority and personal responsibility of the head of the Party Committee and the government in relation to the collective Party Committee, agency, and unit, it is necessary to specify the principle: "Collective leadership, individual responsibility", clearly defining the authority and personal responsibility, especially the head; there must be a control mechanism to limit the negativity of the head, creating conditions for the head to promote the good, protecting good leaders who dare to think, dare to do, dare to take responsibility, and not be neutralized by the collective because most of the votes are not objective with impure motives. Do not discipline individuals in case the collective is wrong, but the individual reserves his/her opinion.

Reporter: Certainly the Central Government will have specific solutions to implement the three urgent issues mentioned above, but what solutions do you think are needed to ensure feasibility?

Comrade Phan Dinh Trac:In my opinion, the following basic groups of solutions need to be implemented:
1/ Improve the effectiveness of self-criticism and criticism, the pioneering role of exemplary, self-disciplined and trained cadres and party members, especially superiors and leaders. General Secretary Nguyen Phu Trong requested: "It is necessary to deeply analyze subjective causes, point out root diseases, such as: due to lack of regular self-discipline and training, heavy burden of selfish individualism, opportunism and pragmatism; laxity in Party building and organization principles; bureaucracy, distance from the people, lack of close ties with the people;... words do not match actions, talk a lot but do little; discipline is not strict..."(1); and "Each cadre and party member from high level to grassroots level must work together. If each person rectifies himself first, the whole organization will move"(2). Senior officials and superiors must "be proactive and exemplary; self-criticize, review, and look back at themselves; promote what is good and wash away what is bad; stay away from all temptations of fame, profit, material things, and money; avoid falling into the quagmire of terrible selfish individualism" (3). We must promote true democracy, have true love for comrades, be frank, sincere, and receptive in self-criticism and criticism to be effective.

2/ Effectively implement regulations on questioning in Party activities, first of all in Party committee activities at all levels.

3/ Develop a mechanism for people to monitor and contribute ideas to Party building; a mechanism to monitor and manage Party members of Party cells; a mechanism to control and handle violations and negative actions of leaders, while protecting good leaders; a mechanism to evaluate, select, appoint, and promote to select and protect good cadres, remove bad cadres from the apparatus, and promptly replace cadres who do not meet task requirements.

4/ Clearly define the authority, content, and scope of the Party's leadership over the State, socio-political organizations, socio-economic fields, national defense, and security.

5/ Rectify and improve the effectiveness of political and ideological education (Studying and following Ho Chi Minh's moral example, thoroughly grasping the resolution, propagating on mass media, oral propaganda, cadres and elected representatives directly dialogue with people, updating new information, fostering new theories...).

6/ Have reasonable policies and regimes for treating cadres to ensure fairness and consistency, according to the level of contribution, position, and work efficiency; and fight against privileges and special benefits.

Comrade Phan Dinh Trac: On the occasion of the 82nd anniversary of the Party and the New Year of the Dragon, I would like to send to the entire Party, the entire people and the entire army of the province wishes for a new year of greater solidarity and consensus, achieving many new victories, contributing to the successful implementation of the goals and targets set by the 17th Provincial Party Congress.
