(Baonghean) - On the morning of November 28, under the chairmanship of comrade Phan Dinh Trac - Member of the Party Central Committee, Secretary of the Provincial Party Committee; the Standing Committee of the Provincial Party Committee held a meeting to give opinions on the Project "Developing human resources for health care in Nghe An province in the period of 2012-2020" and passed the Resolution "Developing and improving the quality of human resources in the period of 2011-2015 with a view to 2020".

According to the Draft Project, Nghe An province currently has 1,728 doctors, reaching the rate of 5.9 doctors/10,000 people; 205 university pharmacists, reaching 0.7 university pharmacists/10,000 people. The number of doctors still lacking is 584 people, 79 university pharmacists. The number of doctors and university pharmacists is unevenly distributed at all levels and units, especially seriously lacking in mountainous districts, preventive health units, district health centers, special hospitals and commune health stations. The Resolution of the 17th Nghe An Provincial Party Congress sets the target of reaching 7 doctors/10,000 people by 2015, 100% of commune health stations in the plains and 80-90% in mountainous areas having doctors. The estimated number of doctors and university pharmacists needed by 2020 is 816 doctors and 170 university pharmacists. From that reality, it is necessary to develop the project "Developing medical human resources in Nghe An province in the period of 2012-2020" to meet the increasing demand for health care and protection for the people, contributing to the socio-economic development of the province.

After listening to the comments on the draft Project, Comrade Phan Dinh Trac concluded that he basically agreed with the contents of the Draft. He requested that the health sector, in planning human resources, should consider the human resources of non-public health facilities and central hospitals located in the area. Regarding the scope of the project, it is necessary to limit the number of human resources with university and postgraduate degrees, and change the project name accordingly. Regarding implementation solutions, it is necessary to add more solutions: periodically sending doctors and university doctors to study to improve their qualifications and skills domestically and abroad; planning local health human resources for remote and isolated areas; strongly reforming the organization and implementation of policies; reviewing the feasibility of not training for candidates and specialists by 2017.

Next, the Party Central Committee met and approved the Resolution on the Program for developing and improving the quality of human resources for the period 2011 - 2015 with a view to 2020. The objectives of the draft Resolution are: Building a team of leaders and managers at all levels and in all fields to ensure title standards and a reasonable structure; The proportion of ethnic minority cadres, female cadres, grassroots cadres, and young cadres must ensure the minimum as directed by the Party Congress at all levels; The majority of entrepreneurs must be trained and fostered with basic knowledge. The completion rate of all levels of education must be maintained at 90% or higher at all 3 levels. Along with that are 7 solutions to implement the above objectives.

Comrade Phan Dinh Trac concluded with high agreement on the goals, tasks, and solutions. However, attention should be paid to orientation education and labor market demand forecasting; remove the word “high level” in the project for training high-level technical workers in the 2011-2015 period; assign the Department of Planning and Investment to coordinate with the College of Economics and Technology to preside over the project for training and fostering entrepreneurs in the 2011-2015 period.
