Housing support solutions for policy beneficiaries, low-income earners and the poor, contributing to political stability, ensuring social security and developing urban and rural areas in a civilized and modern direction are among the important contents of the National Housing Development Strategy to 2020 and vision to 2030, which has just been approved by the Prime Minister.

Accordingly, the national housing development strategy is divided into many stages with the main goals being that from now until 2015, the average housing area nationwide will reach about 22m2.2floor/person, of which in urban areas it is 26m2floor/person, in rural areas reaches 19m2floor/person

Also during this period, social housing development programs in urban areas and housing support for poor households in rural areas will be implemented more quickly and strongly; striving to build at least about 10 million m2social housing for low-income people in urban areas and providing accommodation for about 60% of students at universities, colleges, vocational schools and vocational training schools, as well as 50% of workers in industrial parks; completing support for about 400,000 poor households in rural areas to improve their housing.

In addition, the rate of solid housing nationwide will be raised to about 62%, reducing the rate of simple housing to below 5%. The rate of apartment buildings in special urban areas such as Hanoi and Ho Chi Minh City will reach over 80% and in urban areas from type 3 to type 1 will be from 30% to 50%. The rate of rental housing will reach at least 20% of the total housing fund in urban areas of type 3 and above.

In the period from 2020 to 2030, the average housing area nationwide will increase from 25m2 of floor space per person to 30m2 of floor space per person, the minimum housing area will increase from 8m2 of floor space per person to 12m2 of floor space per person. From 2020, all simple housing will be eliminated nationwide. The rate of solid housing will have to reach about 70%, the rate of apartment buildings in special urban areas will reach over 90% and the rate of rental housing will reach at least about 30% of the total housing fund in urban areas of type 3 or higher.

To achieve the above goals, the national housing development strategy also provides solutions such as policies on land, planning - architecture, finance - credit - tax, housing market development and housing management, science - technology, administrative procedure reform, propaganda - mobilization... for specific ministries and branches to jointly organize implementation.

The State will create conditions to encourage economic sectors to participate in developing commercial housing for sale, lease, and hire-purchase according to market mechanisms to meet the needs of those with the ability to pay.

In particular, the State will have mechanisms and policies to support housing for social policy beneficiaries who have difficulty with housing but cannot afford to pay according to market mechanisms.

According to the national housing development strategy, local housing development needs to be implemented with a roadmap, in appropriate stages, in compliance with housing and planning laws to ensure synchronization of technical infrastructure and social infrastructure; must be based on the economical use of resources, especially land resources; strengthen housing construction management; focus on developing apartment buildings and rental housing, including both the public and private sectors.

In addition, housing development must ensure safety and meet requirements on construction quality, architecture, landscape, amenities and environment; be capable of responding to climate change, natural disasters, and use energy economically according to issued regulations and standards.
