Policy to support investment and development of agriculture and rural areas
(Resolution No. 28/2011, NQ - HDND dated December 9, 2011 of the People's Council of Nghe An province, Term XVI, 3rd Session)
Pursuant to the Law on Organization of People's Councils and People's Committees dated November 26, 2003;
Considering the proposal of the Provincial People's Committee in Submission No. 7188/TTr-UBND dated November 21, 2011;
Based on the audit report of the Economic and Budget Committee and the opinions of the Provincial People's Council delegates,
Resolution
Article 1. Approving a number of policies to support investment in agricultural and rural development in Nghe An province for the period 2012 - 2015 as follows:
1. Hybrid Rice Varieties (applicable to all production crops in the year):
a) Support 70% of hybrid rice seed price for districts: Ky Son, Tuong Duong, communes: Tri Le, Nam Nhoong, Nam Giai, Hanh Dich, Dong Van, Thong Thu (belonging to Que Phong district) and communes: Binh Chuan, Chau Khe, Mon Son (belonging to Con Cuong district). Seed rate is 32 kg/ha.
b) Support 50% of hybrid rice seed price for mountainous communes and villages in region III, mountainous communes and villages in region II under Program 135 of districts: Quy Chau, Quy Hop and remaining communes of Que Phong and Con Cuong districts. Seed rate is 32 kg/ha.
2. Hybrid corn varieties (applicable to all production crops in the year):
a) Subsidize 70% of the price of hybrid corn seeds for the districts: Ky Son, Tuong Duong and the communes: Tri Le, Nam Nhoong, Nam Giai, Hanh Dich, Dong Van, Thong Thu (belonging to Que Phong district) and the communes: Binh Chuan, Chau Khe, Mon Son (belonging to Con Cuong district). Seed rate is 20 kg/ha;
b) Subsidize 50% of hybrid corn seed price for mountainous communes and villages in region III and communes and villages in region II under Program 135 of districts: Quy Chau, Quy Hop and remaining communes of districts: Que Phong, Con Cuong. Seed rate is 20 kg/ha.
3. Support winter corn production
a) Farmers have re-sown corn fields that were damaged by floods and received 100% seed money from the budget;
b) Plain and lowland districts and mountainous communes in regions I and II of Quy Hop and Quy Chau districts producing winter corn are supported with 30% of seed price. Seed rate is 20 kg/ha;
c) Rewards: Districts with winter corn acreage 300 hectares higher than the province's plan will be awarded 5 million VND and for every additional 100 hectares, an additional 1 million VND will be awarded.
4. Peanuts
a) For autumn - winter crop
- Support 50% of the price of pure peanut seeds, with a rate of no more than 240 kg/ha. Annually, the Department of Agriculture and Rural Development will allocate the plan for localities to implement, but the supported area will not exceed 1,000 ha/year.
- Support for bed cover nylon at the rate of 10,000 VND/kg of 0.007mm thin nylon sheet, transparent white. Standard 100 kg/ha;
- Support herbicides at the rate of 100,000 VND/ha for peanut areas covered with nylon. The rate and type of herbicides are regulated by the Department of Agriculture and Rural Development;
- Reward: Districts with an area of autumn-winter peanuts 150 hectares higher than the province's plan will be awarded 5 million VND and for every additional 50 hectares, an additional 1 million VND will be awarded.
b) For spring crop:
- Support for bed cover nylon at the rate of 8,000 VND/kg of 0.007mm thin sheet nylon, transparent white. Standard 100 kg/ha;
- Support herbicides at the rate of 100,000 VND/ha for peanut areas covered with nylon. The rate and type of herbicides are regulated by the Department of Agriculture and Rural Development.
5. Tea tree
a) Support 1,500 VND/pot of Tuyet Shan tea variety, with a planting density of 3,300 pots/ha;
b) Support for LDP1, LDP2 tea varieties, high-quality tea at the rate of: 400 VND/pot for Con Cuong and Que Phong districts and 200 VND/pot for the remaining districts. Planting density: 16,000 pots/ha;
- Support the cost of land preparation for new industrial tea plantations of LDP1, LDP2 varieties, high-quality tea, Tuyet Shan tea at the rate of 5,000,000 VND/ha for Con Cuong, Que Phong, Ky Son districts and 2,000,000 VND/ha for the remaining districts.
6. Orange tree
Support 4,000 VND/pot of new orange varieties, high yield, high quality and disease-free (produced in PE bags), with a planting density of 650 trees/ha. New orange varieties are regulated by the Department of Agriculture and Rural Development.
7. Raw rattan
a) Support 50% of seed price for planting new raw rattan.
b) Support technical training and transfer of production and processing technology.
8. Mulberry tree
a) Subsidy of 100 VND/mulberry seedling (or cutting) for new planting of imported varieties from China, including: Sa Nhi Luan mulberry and polyploid Vietnamese mulberry varieties No. 7, No. 12, hybrid mulberry varieties VH9, VH15, VH13... Planting density: For mulberry grown by seedlings, it is 48,000 trees/ha (including replanting); mulberry grown by cuttings is 72,000 cuttings/ha.
b) Support 5 million VND/ha to build some mulberry growing and silkworm raising models: 1 - 2 models/district. Each model is 2 - 3 ha.
9. Salt production
a) Support 1 million VND when building an improved filter set to replace the old filter.
b) Support for plastic tarpaulins for crystallization, at the rate of 3 million VND/salt production unit (60m2).
10. Multi-function plow, harvester, transplanter
a) Support for purchasing multi-function plows with capacity from 8CV - 30CV and accompanying working machines (cage wheels, milling machines, blade plows or disc plows, harrows, dredging, water pumps, trailers):
- Subsidize interest for 2/3 of the value of the complete machine within 36 months for districts and communes in the delta.
- Support 20% of the value of the complete machine and subsidize interest for the remaining 80% of the value of the complete machine within 36 months for mountainous districts and communes.
b) Support 20% of the value of harvesters and transplanters and subsidize interest for 24 months on the remaining 80% of the machine value;
c) Support funding for training, management and use of plows, harvesters and transplanters according to approved estimates.
11. Raising foreign pigs on a scale of 30 or more
a) Support of 650,000 VND/grandparent gilt with an average weight of 60 kg/pig;
b) Subsidize the price of foreign breeding boars (weight of breeding boars over 70 kg/head), with the target of 30 sows or more being allocated 01 boar for farms that meet the standards for producing grandparent and parent breeds. The corresponding support level is 1.5 million VND/head;
c) Support 50% of the price of foreign boars to replace and supplement the boar herd at artificial insemination units in the province. The average weight of boars is 100 kg/head. The number of boars to supplement the herd is planned at the beginning of the year.
12. Breeding cattle, improving buffalo breeds
a) Provide 100% of the cost: Buffalo semen, dairy cow semen, meat cow semen: Zebu, Brahman; breeding materials and support of 50,000 VND/pregnant cow, including labor costs: breeding, checking pregnant buffaloes and cows;
b) Support 60% of the value of male buffaloes from other regions (at least 50 km away), crossbred bulls for meat (arriving locally), to directly breed female buffaloes in planning areas, local cows for mountainous districts and communes that do not have conditions for artificial insemination, with a rate of 30 - 50 breeding female buffaloes and cows being arranged for 01 breeding bull. Particularly, Ky Son, Tuong Duong, Que Phong districts support 80% of the value of male buffaloes from other regions, crossbred bulls for meat (arriving locally), with a rate of 25 - 30 breeding female buffaloes and cows being arranged for 01 breeding bull.
13. Commercial cattle and buffalo farming
a) Maximum interest support for 12 months through the Bank for Agriculture and Rural Development for an average loan amount of 4 million VND/head to buy 1 buffalo or cow for commodity production. The budget pays the interest on loans through the Bank for Agriculture and Rural Development;
b) Support 100,000 VND/poor quality bull buffalo or cow castrated with pliers and support 50,000 VND/cow for castration costs for staff performing the procedure.
14. Original seed subsidy
Every year, the provincial budget allocates regular expenditures to the Livestock Breeding Center to implement the original breed subsidy program according to Circular No. 148/2007/TTLB/BTC-BNN&PTNT of the Ministry of Finance - Ministry of Agriculture and Rural Development guiding the ordering regime for production and supply of original livestock breed products, for the following subjects: Mong Cai pigs; grandparent-level foreign breed pigs; purebred yellow cows and HF dairy cows; Quy ducks, black chickens, Muong Khuong pigs, and Hmong cows.
15. Vaccination of mountainous livestock
Provide 100% of livestock vaccination vaccines for mountainous communes and villages in regions III and II;
16. Support for livestock and poultry at risk after vaccination (suffer from fatal reactions due to vaccination)
Support 100% compensation for livestock and poultry that are at risk (die) due to vaccination at market price at the time of the risk (within the prescribed rate of the Ministry of Agriculture and Rural Development).
17. Reinforcement of type III canals
a) Support 30% of the value of solid canal works for lowland mountainous districts for irrigation areas of 10 hectares or more;
b) Support 80% of the project value for irrigation areas of 5 hectares or more in 5 mountainous districts;
c) When making a construction estimate, do not calculate the pre-calculated taxable income value. It is encouraged to apply formative design where conditions permit. Survey and design estimate costs are only calculated at 50% of the prescribed level, and VAT is only calculated on the value of construction materials.
18. Irrigation for industrial crops such as tea, coffee, sugarcane; fruit trees such as oranges, pineapples and concentrated grasses
a) Support 40% of the value of the project approved by the competent authority (equipment and materials) for small-scale irrigation of industrial crops (tea, coffee, sugarcane), fruit trees (orange, pineapple) and concentrated grass grown on a scale of 01 hectare or more for animal feed such as: dug wells, drilled wells, small mobile pumps, PVC or rubber irrigation pipes.
b) Support 40% of the project value but not exceeding 20 million VND for 01 small dam with a capacity of 30,000 m3 to 70,000 m3 located in the planning area for industrial crop development (tea, coffee, sugarcane), fruit trees (orange, pineapple) to create a source of irrigation water and retain moisture. The number of small dams is assigned by the Provincial People's Committee to localities and units in the annual plan.
19. Brackishwater aquaculture
a) For households raising industrial commercial whiteleg shrimp and tiger shrimp infected with white spot virus and Taura disease, chemical support is provided to treat shrimp diseases, if when the shrimp got sick, the household owner complied with the epidemic suppression process of competent agencies on aquatic disease prevention.
b) For parent tiger prawns and white leg shrimps that are infected with disease and must be destroyed, 30% of the seed price at that time will be supported.
20. Freshwater Aquaculture
One-time support for the area of crop and livestock structure conversion (outside the concentrated aquaculture planning project area) from rice cultivation (outside the approved rice cultivation planning area), ineffective color cultivation, and salt production to aquaculture, with a support level of 1.5 million VND/ha.
21. Raising fish in cages on rivers and large lakes
a) Mountainous districts and communes in region III are supported with 6.0 million VND/cage (cage size 15m3 or more);
b) Mountainous districts and communes in region II are supported with 4.0 million VND/cage (cage size 15m3 or more);
c) Mountainous districts and communes in region I are supported with 2.5 million VND/cage (cage size 15m3 or more);
d) Districts and communes in the delta are supported with 2.0 million VND/cage (cage size 15m3 or more).
22. Ben Tre clam farming
One-time support of 20% of the cost of buying Ben Tre clam seeds for households engaged in intensive farming in the planning area, with a stocking density of 100 - 150 clams/m2.
23. Support for aquaculture hatcheries
a) Support newly developed shrimp hatcheries to purchase equipment at the rate of 10 million VND/1 million hatcheries, with each hatchery scale not exceeding 10 million hatcheries;
b) Newly built monosex tilapia hatcheries with a capacity of 1 million fish 21 days old or older each will receive support of no more than 45 million VND/farm;
c) One-time support for newly built crab hatcheries with a scale of 50,000 crabs/farm or more will be supported with 15 million VND/farm;
d) One-time support of 10 million VND to purchase materials, equipment, and parent crabs for crab breeding models with a scale of 50,000 or more crabs/farm, combined with shrimp breeding.
d) One-time support for a newly built brackish water aquaculture hatchery of 10 million VND and a freshwater aquaculture hatchery of 5 million VND for training and transfer of aquaculture technology;
24. Subsidizing fish fry for mountainous districts
a) Every year, the province allocates a part of the budget to subsidize fish fry to the mountainous areas of the province, specifically as follows:
- For mountainous communes in region III, the subsidy rate is 70%;
- For mountainous communes in region II, the subsidy rate is 60%;
- For mountainous communes in region I, the subsidy rate is 50%;
b) In addition to the units assigned to provide subsidies to mountainous districts, districts with qualified level 2 breeding farms are allowed to participate in the program to provide on-site breeds to households to reduce transportation costs and lower the price of breeds.
25. Support for exploitation and protection of aquatic resources
a) The budget supports funding for building models to convert seafood exploitation careers from inshore areas to offshore areas, at 50% of the total cost, but not exceeding 125 million VND/model;
b) The budget supports 70% of the training costs for captains, chief engineers and fishing boat crew members;
c) The budget supports interest rates after 12 months of investment for fishing households building new offshore fishing vessels with a capacity greater than 90 CV at the following levels:
- Support 3.0 million VND/month for ships with capacity from 90 CV - 250 CV;
- Support 4.0 million VND/month for ships with capacity from 250 CV - 400 CV;
- Support 4.5 million VND/month for ships with capacity over 400 CV;
d) To ensure information at sea, especially disaster prevention, search and rescue, the province supports fishermen in establishing cooperative groups for marine fisheries exploitation as follows:
- Support 01 long-range communication device with integrated satellite for each cooperative group (from 5 to 7 ships/group) including ships with capacity of 90 CV or more. The communication device must comply with the province's regulations on maritime information management.
- Equip long-range communication devices in districts, towns, and key coastal fishing communes to manage vessels.
d) Support each poor fisherman and policy family who goes fishing at sea with a set of life buoys;
e) Support 50% of insurance costs for poor household crew members, policies for participating in offshore fishing on vessels of 90CV or more;
g) When fishermen establish a cooperative group to exploit aquatic products at sea, which has been confirmed by the People's Committee of the local commune, ward or town, they will be supported with 10 million VND.
26. Protecting gene pools, original breeds, developing aquatic resources
a) Annually provide funding to the Department of Exploitation and Protection of Aquatic Resources to purchase shrimp breeds, fish breeds and other rare aquatic species to release into rivers, seas and large lakes with an area of over 50 hectares;
b) Annually provide funding to the Aquatic Breeding Center to replace 10% of the existing broodstock, including funding for purchasing, transporting, raising and producing rare and new breeds.
27. Policy to encourage the application of scientific and technical advances to high-tech production
a) Building model fields:
- Object, scale (minimum area, adjacent):
+ Rice, corn, peanuts: 30 hectares.
+ Orange trees: 02 hectares.
+ Rubber and tea trees: 10 hectares.
+ Vegetables of all kinds: 05 hectares.
+ Shrimp farming: 05 ha.
+ Clam farming: 20 hectares.
+ Forest planting using tissue culture seeds: 10 ha.
- Support policy:
+ Support funding for field workshops, training, propaganda, study tours, at the rate of 15 million VND/model field;
+ Support 30% of the price of main materials such as: Fertilizers, treatment chemicals, biological products (except for Compost Marketing products that have support policies) to fully invest in the current production process.
b) Replicating model fields
- Time:
+ For short-term agricultural crops and aquaculture, two consecutive production seasons must be completed to evaluate effectiveness;
+ Long-term industrial crops, perennial fruit trees, and forestry trees must have their effectiveness evaluated after 2 consecutive years;
- Scale: Must be at least 3 - 5 times the size of the sample field.
- Support policy:
+ Support funding for propaganda, field workshops, study tours, recommendations, and agricultural extension training for producers, at a rate of 20 million/sample field;
+ Support biological products, plant protection drugs, veterinary drugs to handle epidemics, with a maximum level of not more than 1 million VND/ha.
28. Policy to support the purchase of copyrights for scientific and technological advances
Support 40% of the value of purchasing copyrights of scientific and technological advances to apply to agricultural, forestry and fishery production to achieve high economic efficiency in Nghe An. The categories of copyrights of scientific and technological advances to be purchased are reviewed by the Department of Agriculture and Rural Development and submitted to the Provincial People's Committee for decision.
29. Policy to support the development and replication of effective economic models in mountainous districts to increase income and reduce poverty.
a) Building economic models:
- Objects and scale:
+ Production of annual crops, short-term industrial crops such as: taro, ginger, passion fruit, pink banana, high-yield gac, squash, vetiver, grass growing for livestock, intensive farming model of hybrid rice, hybrid corn, peanuts, safe vegetables, lilies, medicinal plants under forest canopy. Scale: 1 - 2 ha/model.
+ Production of perennial industrial crops, fruit trees: oranges, tangerines, grapefruits, pineapples. Scale: 2 - 3 hectares/model.
+ Forestry production: pic nieng, meter trees, model of transforming poor forests into rich forests, converting slash-and-burn cultivation to combined agriculture and forestry. Scale: 3 - 5 ha/model.
+ Livestock: The regular number of animals/model must reach the minimum level for each type of animal as follows: wild boar, black pig: 30 animals or more; porcupine: 3 pairs; black chicken, Quy duck: 200 animals.
+ Raising fish in cages on rivers and lakes.
- Support policy:
+ Support training costs, field workshops, and propaganda at the rate of 10 million VND/model.
+ Support is similar to the level: 50% for mountainous districts and communes in region I and region II, 80% for mountainous communes in region III;
+ Support 50% of the cost of main materials: fertilizers, biological products...
- Every year, districts, towns and units, based on local conditions, select a maximum of 2-3 most effective models to implement.
b) Replicating economic models:
- Time:
+ For annual plants: After 2 years of model building.
+ For perennial industrial trees, fruit trees, raw material forests: After 01 production cycle, create a model;
+ Livestock and aquaculture model: After 2 years of model building.
- Scale: Must be at least 4 times the scale of the effectively built model.
- Support policy:
+ Support funding for propaganda and field workshops at the rate of 20 million VND/model.
+ Support 30% of prices of main materials and fertilizers.
30. Policy on development of agricultural cooperatives
a) When newly establishing 01 agricultural production and service cooperative, salt production cooperative that has had a congress of members, has a production and business plan, has a business license issued by the People's Committee of the district, city, town or the Department of Planning and Investment, will be supported with 20 million VND.
b) During the process of construction and operation: Cooperatives are integrated into the implementation of programs and projects in the region; at the same time, they enjoy the policies prescribed in Decree No. 88/2005/ND-CP dated July 11, 2005 of the Government on a number of policies to support and encourage the development of cooperatives.
Article 2. Implementation
Assign the Provincial People's Committee to organize the implementation of this Resolution.
Assign the Standing Committee of the People's Council, the Economic - Budget Committee and other Committees of the Provincial People's Council, and the Provincial People's Council delegates to supervise the implementation of this Resolution.
Article 3. Entry into force
This Resolution was passed by the 16th People's Council of Nghe An province, 3rd session on December 9, 2011 and takes effect 10 days after the date of passage.
Abolish Resolution No. 207/2007/NQ-HDND dated December 14, 2007, Resolution No. 252/2008/NQ-HDND dated December 20, 2008 and Resolution No. 300/2009/NQ-HDND dated December 23, 2009 of the Provincial People's Council on a number of policies to support investment in developing agricultural, rural and aquatic production in Nghe An province.
