(Baonghean.vn) - With the goal of "Police officers and soldiers compete to do many good deeds for the people every day," in recent years, especially in 2011, administrative procedure reform in Nghe An province has increasingly received the support and approval of the people.
Previously, registering vehicles involved many complicated procedures, sometimes taking up to a week, and people had to go all the way to the Road and Rail Traffic Police Department to obtain their registration papers and license plates. However, now the procedures have been simplified, registration is done on the same day, and services are delivered directly to each cluster and district, saving people travel time.

Besides reducing the workload at the Provincial Traffic Police Department, this approach also facilitates and reduces costs and time for people registering vehicles, especially in remote areas. Furthermore, the application of information technology in vehicle license plate selection has prevented negative practices in this field.
In addition, regarding the issuance of ID cards, the district police organized mobile ID card issuance teams to work in the community on Saturdays and Sundays to meet the needs of the people... especially before the high school graduation exam and the college/university entrance exams in 2011. They also coordinated with the Provincial Post Office to develop and implement a cooperation regulation between the Provincial Police and the Provincial Post Office "On providing express delivery services for ID cards" to citizens' residences (not mandatory), helping people reduce travel time and costs, especially in remote areas.
In the field of immigration management, passport issuance procedures have also been simplified: one application form with two photos, ID card, and household registration book, without requiring confirmation from local authorities; processing time has been reduced from 45 days to 8 days; cases of issuing, renewing, amending, and supplementing temporary residence permits for foreigners are processed on the same day. For legally recognized agencies, one officer can be authorized to handle procedures for the entire agency to minimize the number of people involved.
In an interview with us, Colonel Ho Sy Tuan, Deputy Director of the Provincial Police, stated: From the beginning of the year, the Director of the Provincial Police issued the 2011 Administrative Reform Plan, clearly outlining 28 key tasks, specific work assignments, completion timelines, and the assignment of lead and coordinating units. Along with this, police units were directed to review, amend, supplement, or abolish outdated procedures and documents, and to propose the placement of officers with high moral character, a strong sense of responsibility, and professional competence in positions responsible for receiving and processing administrative procedures. The Provincial Police leadership regularly inspects, supervises, reminds, and promptly corrects shortcomings and deficiencies of officers and soldiers in their work to create positive changes throughout the entire force.
The proactive implementation of administrative reform solutions, especially administrative procedures, has facilitated and reduced the time required to process work for citizens and businesses. Some units have successfully achieved the goal of three reductions (reducing the number of trips citizens make; reducing paperwork; and reducing the processing time for some administrative procedures). Specifically, thanks to the "Taking on extra work - working overtime" movement and the "Saturday for the People" initiative, the results of resolving issues in many areas have increased compared to the same period last year, such as: passports increased by 13.7%, travel documents by 33.7%, ID cards by 14%, vehicle registration by 11%, criminal record verification by 12%, issuance of certificates of no criminal record by 21%, and issuance of permits for transporting industrial explosives by 58.7%... Notably, although the number of cases resolved has increased, the quality is still maintained, the time to deliver results is shortened compared to regulations, and the needs of serving the people and organizations and businesses are increasingly better met.
In particular, organizing dialogues between police leaders at all levels and officers, soldiers, and agencies, businesses, and people in communes and wards; and organizing the "Police Listening to the People's Opinions" forum is a breakthrough in receiving and handling difficulties and suggestions from agencies, businesses, and the people related to the work, combat, and building of the People's Police force, which has been highly appreciated by Party committees, governments, organizations, businesses, and the people.
It can be said that, with the achievements in the field of administrative reform, the Nghe An Provincial Police have promptly resolved the legitimate rights and interests of citizens and organizations, creating a favorable environment for the socio-economic development of the locality, contributing to the building of a "State of the people, by the people, and for the people," and at the same time further strengthening the image of the people's police officers and soldiers who "sacrifice themselves for the country and serve the people."
