In recent years, Nghe An's foreign economic relations have developed strongly, investment promotion has been strengthened, thus attracting investment and mobilizing ODA has achieved good results. In 2011 alone, the province granted certificates to 102 projects with a registered capital of nearly 26 trillion VND, including 4 FDI projects with a registered capital of nearly 700 billion VND. In terms of international cooperation, the comprehensive friendship and cooperation between Nghe An province and neighboring countries such as Laos has been increasingly consolidated and developed. In addition, the province has also established friendship and cooperation with a number of provinces in France, Russia, Korea, China, etc.

At the announcement ceremony, Comrade Tran Hong Chau - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council emphasized: In the general achievements in foreign affairs and international cooperation in the past time of the province, there is a remarkable contribution of local foreign affairs. In response to the requirements of innovation, provincial leaders at all levels have become more aware of the position, role and importance of foreign affairs in socio-economic development; especially the need to have a focal agency in foreign affairs, strong enough, capable of advising the Provincial Party Committee and the Provincial People's Committee on unified management of foreign affairs activities in the province, while promoting foreign affairs in general, economic diplomacy in particular in the trend of international integration.
The Department of Foreign Affairs was established and officially put into operation in May 2011 as a specialized agency under the Provincial People's Committee, performing the function of state management of foreign affairs activities in the province. The establishment of the Department of Foreign Affairs will help the province proactively enhance foreign affairs activities, continue to improve the investment and business environment, increase investment attraction and promotion, and aid to Nghe An quickly and effectively, contributing to achieving the goal of economic growth, ensuring social security and environmental sustainability.
In the immediate future, the Department of Foreign Affairs will actively advise the Provincial People's Committee on the 2012 Foreign Affairs Program, focusing on strengthening multi-faceted cooperation with traditional partners such as Laos, Russia, France, China, South Korea, etc. At the same time, proactively seek out some localities in Japan, Australia, etc. Strengthen information exchange with embassies and international organizations to mobilize and attract investment and various types of aid.
