English teachers' ability is not high yet
(Baonghean) - Nghe An Department of Education and Training has just coordinated with Cambridge ESOL to organize an English proficiency survey for English teachers.
Teachers believe that the survey gives them more opportunities to access and learn more extensive knowledge. However, according to many teachers, if the survey and training are to improve the quality of teachers, it is reasonable, but converting it into "pass or fail" scores will cause pressure. However, teachers who do not want to participate in the survey cannot do it, because according to the direction of the Department of Education and Training, teachers who are subject to the survey must participate in the English proficiency survey to improve their level to meet the standards prescribed by the Ministry of Education and Training.

The survey was conducted directly by the Cambridge University English Assessment Council with 5 parts: 14 minutes to test speaking ability, answering questions, communication; 60 minutes to test reading comprehension, arranging, restructuring general information, articles, essays; 80 minutes to test writing ability in writing types such as: essay writing, letter writing, story writing, ...; 45 minutes to test English grammar knowledge; 40 minutes to test listening comprehension in each topic, each relationship, each situation, each purpose ....
In response to the concerns of many teachers, the Department of Education and Training emphasized that teachers need to fully understand the purpose and meaning of the survey. This is necessary and a good opportunity for each teacher to re-evaluate their own qualifications and abilities, thereby having a plan for training and improving all aspects of their qualifications.
After the qualification test, teachers who have not met the standards will still be given the opportunity by educational institutions to continue teaching, but will be given time to study to improve their qualifications and take exams according to regulations until they are recognized as meeting the standards. If teachers who retake the exam according to regulations still do not pass, they will have to be transferred to other jobs.
When the school receives the teachers' test results, the board of directors will publicly announce the results and the teachers' achievement levels. The examination board will explain why they passed or failed, each teacher has their own password to know that information in order to promote their strengths as well as further improve their weaknesses to overcome in the next exam. This makes teachers who have not met the standards more confident and does not affect the teachers' reputation.
The first survey was conducted with 176 English teachers participating. As a result, 28 teachers reached B2 level, 99 teachers reached B1 level, 49 teachers did not reach B1 level (according to international standards, English proficiency is divided into 6 levels, the lowest is level 1, the highest is level 6; level B1 is equivalent to level 3, level B2 is equivalent to level 4). Some units with higher results are: Do Luong Department of Education and Training (10 teachers participated in the survey, 6 teachers reached B2, 4 teachers reached B1), Tan Ky Department of Education and Training (5 teachers participated in the survey, 3 teachers reached B2 and 2 teachers reached B1), Nghia Dan Department of Education and Training (6 teachers participated in the survey, 3 teachers reached B2 and 3 teachers reached B1).
The second survey had 279 teachers participating. There are no specific results yet, but according to experts from the Department of Education and Training and the assessment of the survey organization, besides a few teachers who completed the test well, teachers' reading skills are still limited. Teachers' writing skills are only average and good...
Thus, through the survey, it can be seen that the capacity of English teachers in the province is not high. In other words, the quality of English teachers has not met the current requirements. Therefore, it is necessary to have the attention of the Department of Education and Training at all levels from the province to the grassroots so that the quality of English teachers in Nghe An can be quickly improved, increasingly meeting the requirements of teaching English in the province's general schools.
