(Baonghean.vn) -Today, March 27, the Department of Labor, War Invalids and Social Affairs (Standing agency of the Steering Committee for the implementation of the provincial poverty reduction target program) held a conference to review the implementation of poverty reduction support policies for communes with a poverty rate of 30% or more according to Decision No. 59/2010/QD-UBND dated August 12, 2010 of the Provincial People's Committee in 2011 and deploy tasks for 2012.

Decision No. 59/2010/QD-UBND of the Provincial People's Committee is a decision to promulgate a number of poverty reduction support policies for communes with a poverty rate of 30% or more in addition to Resolution 30a/2008-CP in the province until 2015, applicable to 42 poor communes in 8 districts: Quynh Luu, Thanh Chuong, Anh Son, Tan Ky, Nghia Dan, Quy Hop, Quy Chau and Con Cuong.

After 1 year of implementation, the province's poverty reduction support policies have created conditions for poor districts and communes to have more investment resources to develop production, transform the structure of crops and livestock in the area; help poor households escape poverty, and create jobs for workers... Accordingly, 14 billion VND from the annual target support capital source has been provided to 8 districts; the implementation of policies in 2011 has been implemented for 3,017 households assigned to care for and protect forests - with an area of ​​16,203 hectares, 299 households assigned land for afforestation and forest allocation for production - with an area of ​​4,030 hectares; The reclaimed and restored area is 437.47 hectares with 1,937 households receiving policy support; 96 workers from poor communes have gone to work abroad for a limited period; The number of young intellectuals attracted to work in poor communes is 11 people. The result of reducing the poverty rate of 42 poor communes in the year reached an average rate of 4.48%.

The conference highly appreciated the results achieved through the implementation of Decision No. 59/2010/QD-UBND of the Provincial People's Committee, and at the same time clearly recognized the existing limitations, such as: the implementation of policies is still confusing and lacks synchronization, so the effectiveness is still limited; Propaganda work is still limited, the implementation organization is not proactive, in some communes the number of poor households has not been reduced but tends to increase (Ngoc Son and Ngoc Lam communes (Thanh Chuong); Nghia Mai and Nghia Lac communes (Nghia Dan); Luc Da commune (Con Cuong) ...

The conference proposed solutions in 2012 to strive to reduce the average poverty rate by 6-7% per year, focusing on propaganda and raising awareness of poverty reduction; integrating socio-economic development programs and projects; promoting the role of people as masters, avoiding the mentality of waiting and relying on others; functional sectors guiding the implementation of specific policies, especially in capital management; planning forest land areas, supporting the assignment of care, protection, afforestation and production, reclaiming and restoring agricultural land; supporting vocational training, exporting labor to high-income markets; implementing policies on rotating cadres and attracting young intellectuals to volunteer to work in poor communes.
