Directive on the implementation of Resolution of the 4th Central Conference, 11th term
* On February 24, 2012, on behalf of the Politburo, General Secretary Nguyen Phu Trong signed and issued Directive No. 15-CT/TW of the Politburo on the implementation of the Resolution of the 4th Conference of the Party Central Committee (11th tenure).
The 4th Conference of the Party Central Committee (11th tenure) discussed and unanimously issued the Resolution "Some urgent issues on Party building at present". This is a Resolution to concretize the implementation of the Resolution of the 11th Party Congress on the field of Party building, which is of great significance and of special interest to the entire Party and the entire people. To effectively implement this Resolution, the Politburo requests Party committees at all levels, Party organizations, the Fatherland Front and mass organizations to focus on leading and directing the implementation of the following contents:
I- Purpose and requirements
- The implementation of the Resolution must create clear changes, overcome limitations and weaknesses in Party building work right in the 11th term, in order to build our Party to be truly clean and strong, improve the leadership capacity and fighting strength of the Party, and consolidate trust in the Party and the people.
- Doing a good job in Party building is the basis for building and improving the quality of activities of the entire political system, promoting the implementation of political tasks, developing the economy and society, strengthening national defense and security, expanding foreign relations, caring for people's lives and also the basis for reviewing, screening, building a team of cadres, preparing for planning of Party committees and key positions at all levels for the next term.

- Direct and organize the implementation of the Resolution with high political determination throughout the Party. Comrades of the Party Central Committee, Politburo, Secretariat, Party committees at all levels, key leaders at all levels, especially leaders, must truly set an example. Must act resolutely, persistently, clearly define the implementation roadmap and completion time; act step by step firmly, regularly inspect, supervise and urge implementation.
- Party building is an important task. When carrying it out, we must be calm and alert, not hasty or extreme; adhere to principles, not let hostile forces and opportunists take advantage, incite, distort, attack and cause internal turmoil; at the same time, we must not let ourselves fall into stagnation and formality, failing to change the situation.
II- Content and method
1- Organize the study, research, dissemination and implementation of the Resolution of the Central Committee, Directives and Plans for implementing the Resolution of the Politburo
- Organize well conferences to study, research, disseminate and thoroughly grasp the Resolution of the Central Executive Committee, the Directive of the Politburo for cadres, party members and people's organizations from the Central to the grassroots level according to the Plan of the Politburo and the Guidance of the Central Propaganda Department. Must fully and deeply understand the purpose, meaning, requirements, content, grasp the viewpoints, guiding thoughts, and tasks to be done, on that basis create a clear change in awareness, create unity of will and action within the Party and consensus among the people to actively implement the Resolution.
- The head of the Party Committee or Party organization directly directs the organization of studying, researching, disseminating, and developing specific plans to implement the Resolution in the locality, agency, or unit.
- Organize research and thoroughly implement the Resolution to ensure seriousness, quality, and effectiveness, without ostentation, formality, or skimming. Disseminate and propagate the Resolution in many rich and appropriate forms.
2- Regarding self-criticism and criticism, promoting the pioneering and exemplary role of superiors
2.1- Review content
Party committees, party organizations and each cadre and party member conduct self-criticism and criticism according to the contents of the Resolution. Specifically: (1) Regarding political ideology, ethics, lifestyle; implementation of the Regulations on what party members are not allowed to do; responsibilities of party committees, party organizations and each party member, of leaders regarding the situation of degraded cadres and party members. (2) Limitations and weaknesses in personnel work, especially in planning, training, fostering, evaluating, appointing, promoting, rotating, and arranging cadres; the situation of some cases of incorrect arrangement of cadres, affecting the prestige of the leadership and management agencies, the development of the industry and locality. (3) Limitations and shortcomings in implementing the principle of "collective leadership, individual responsibility"; authority and personal responsibility in performing assigned duties and tasks, especially of the leader... Of these three contents, the first content is the most central, consistent and urgent.
When reviewing, it is necessary to focus on connecting and clarifying the specific limitations and weaknesses stated in the Resolution of the 11th National Congress and Resolution of the 4th Central Committee (11th tenure), clarifying why the limitations and shortcomings have been pointed out for many years, but have been slow to be overcome.
2.2- Subject of review and place of review
Party committees, party organizations and each cadre and party member in the entire Party, from the Central Committee
At the grassroots level, self-criticism and criticism must be conducted. Party committee members review at the party cell, at the standing committee (where there is no standing committee, they review at the party committee) or the party executive committee, party delegation, or the agency's leadership collective (where there is no party executive committee or party delegation); other party members review at the party cell where they are active.
2.3- Principles and methods of implementation
- When conducting self-criticism and criticism, we must look straight at the truth, correctly assess the truth, especially the weak points, without being lenient or evasive; propose practical and feasible solutions and corrections. Implement solutions to ensure synchronization, focus, and key points, combine "fighting and building", "building and fighting", talk goes hand in hand with action, focus on solving the most pressing and stagnant problems today. Overcome the mindset that shortcomings are only those of other people or other units.
- The organization of the review must be truly democratic, serious, straightforward, and constructive, in accordance with the requirements, content, methods, and time set forth by the Central Committee and the Politburo. Before the review, it is necessary to collect opinions from the Party Committee, affiliated Party organizations, the Fatherland Front, political and social organizations at the same level, and former Party Committee members at the same level. The Inspection Committee shall preside over and coordinate with the Organizing Committee, the Propaganda Committee, the Mass Mobilization Committee, the Office, and relevant agencies to recommend to the Party Committee (or the Standing Committee of the Party Committee) suggested content for review of collectives and individuals where necessary. After the review, report the results to the superiors and notify the subordinates and the agencies that collect opinions.
- The Politburo, the Secretariat (collectively and individually), and the Party Central Committee members shall conduct self-criticism first with the spirit of being exemplary for the lower-level Party committees, cadres, and Party members to follow. Party committees, Party organizations, cadres, and Party members who do not meet the requirements for self-criticism and criticism must re-criticize; resolutely discipline those Party committees, Party organizations, cadres, and Party members who do not voluntarily conduct self-criticism and criticism, do not recognize their own mistakes and shortcomings, and do not overcome the limitations and shortcomings that have been pointed out. In cases of violations, those who voluntarily conduct self-criticism and criticism seriously, and actively correct and overcome will be considered for reduction or exemption from disciplinary action.
- Self-criticism and criticism is both urgent and long-term work, so Party committees, Party organizations, and each Party member must regularly and voluntarily review and look back at themselves to promote strengths and correct shortcomings, without waiting for a review conference. After this self-criticism and criticism review period according to the 4th Central Resolution, it is necessary to seriously maintain the annual self-criticism and criticism regime, combined with reviews according to assigned duties and tasks and taking votes of confidence for leadership positions in Party, State, and mass organizations. Annually, Party committees and organizations have appropriate forms to inform cadres, Party members, and people of the review results, so that they can contribute their opinions. Periodically organize for people to contribute their opinions on Party building through the Fatherland Front and socio-political organizations at all levels.
3- Implement groups of solutions on organization, cadres and party activities; on mechanisms, policies and political and ideological education work
3.1- The Politburo and the Secretariat direct Party committees, Party organizations, agencies and units to urgently review, study and propose amendments and new development to implement the regulations, statutes, mechanisms and policies set out in the Resolution. Focus on issues of principles and Party activities; on the organization of agencies in the political system; innovation in personnel work; development of central-level personnel planning; regulations on the authority and responsibility of leaders; management, use and control of state capital and assets...
3.2- Streamline the payroll and restructure the staff of cadres and civil servants in conjunction with accelerating reforms, early implementation of salary and housing regimes, fight against egalitarianism and equalization; fight against privileges and special benefits. Guide cadres and party members to declare their assets in accordance with Party and State regulations; strictly handle those who declare incorrectly.
3.3- Effectively implement solutions on propaganda, political and ideological education among cadres, party members and people, especially contents related to the implementation of this Resolution. Continue to promote studying and following the moral example of Ho Chi Minh. Resolutely fight to defeat all plots and activities of "peaceful evolution" of hostile forces. Proactively prevent and criticize manifestations of "self-evolution" and "self-transformation" within the Party. Do a good job of protecting internal politics. Maintain solidarity and unity within the Party and consensus in society.
3.4- The Party and State's functional agencies at the central and local levels must urgently review corruption and negative cases, cases with information or petitions, letters of reflection, complaints and denunciations that are of public interest, inspect, examine, investigate, conclude and clarify; promptly and strictly handle violators. For cases that have been prosecuted, it is necessary to promptly conclude the investigation to soon bring them to prosecution and trial in accordance with the provisions of law.
III- Implementation
- The Politburo, the Secretariat, the Standing Committees of the Provincial Party Committees, the City Party Committees, the Party Committees, the Party Executive Committees, the Party Delegations, the Party Committees directly under the Central Committee, the Party Committees of the Central Public Service Units, the Central Party Committee members, the heads of the Party Committees directly lead and direct the implementation of the Resolution. At all levels, there is no steering committee to implement the Resolution, but a standing body consisting of the Secretary, the Permanent Deputy Secretary, the Head of the Inspection Committee, the Head of the Organization Committee, the Head of the Propaganda Committee, and the Head of the Mass Mobilization Committee is organized to assist the Party Committees in leading, directing and promptly handling any problems arising in the process of deploying and implementing the Resolution.
- The Politburo and the Secretariat assigned members of the Politburo and the Secretariat to, on behalf of the Politburo and the Secretariat, direct, urge, and inspect the implementation of the Resolution at a number of Party committees and organizations at the central and local levels.
- Comrades members of the Politburo, Secretariat, Central Party Committee, heads of Party committees, Party organizations, departments and branches at the Central and local levels must set an example and be responsible to their superiors for organizing the implementation of the Resolution.

The direction and guidance of the Central Party Committees and superior agencies, Party committees and Party organizations at all levels and sectors must develop a plan to implement the Resolution urgently, seriously, practically, with specific and strict assignment of responsibilities, suitable to the specific conditions of the locality and unit.
- The Central Organizing Committee shall preside over and coordinate with the Central Inspection Committee, the Central Propaganda Department, the Central Mass Mobilization Committee, and the Party Central Office according to their assigned functions and tasks to proactively coordinate with relevant agencies to guide, monitor, urge, inspect, and supervise the implementation of the Resolution; report the results of the Resolution's implementation to the Politburo and the Secretariat every 6 months and annually.
