Mr. Nguyen Hien Ngoc - Director of the Center for Population and Family Planning of Thanh Chuong district:

Over the past years, Thanh Chuong district has made many efforts in population and family planning work and is one of the districts that has done well in this work. These achievements have been achieved thanks to the great contributions of the specialized team at the commune level and collaborators in the blocks, hamlets, villages and hamlets - those who directly "go to every alley, knock on every door, check every subject". The specialized team at the commune level, in addition to developing annual work plans, quarterly and monthly work programs, updating population data, is also responsible for advising local authorities and coordinating with sectors and organizations to organize the implementation of population and family planning work in the area. In addition, they are also responsible for directly guiding, inspecting, and supervising the activities of the collaborator team, propagating, mobilizing, consulting, and providing services; organizing monthly meetings to promptly resolve or consult with competent authorities to resolve arising issues. Preparing content and monthly reports according to regulations for the district-level population and family planning center; Attend all courses and training courses organized by superiors... Especially, during campaign occasions, the workload is high, because in addition to providing services, they also have to directly propagate and mobilize people to implement family planning. Population officers in mountainous areas and special areas have much more difficulties due to difficult traffic conditions and financial difficulties. However, the current regime for specialized teams, including the team of population - family planning workers in blocks, hamlets, villages and hamlets is too low, not commensurate with their contributions and ensuring a standard of living for them to feel secure and committed to their work. Therefore, relevant levels and sectors need to study and adjust policies for this team.

Ms. Nguyen Thi Hong Hoa - Head of the Provincial Department of Population and Family Planning:

The primary goal of the population and family planning policy for the period 2011 - 2020 is to improve the quality of the population while maintaining the birth rate. This means that during this period, Nghe An must strive to continue to maintain a steady decline in birth rates to achieve the average replacement level in the whole province by 2020 at the latest, moving towards stabilizing a reasonable population size by 2025; and must improve the quality of the population with the requirements of developing a healthy human being in terms of physical, mental and spiritual health, while ensuring a balanced sex ratio at birth. Thus, it is clear that the population and family planning work in our province is posing extremely heavy tasks, requiring the participation of the entire political system and investment of financial resources to ensure activities. However, in reality, there are still many shortcomings and problems that need to be considered and resolved soon in the coming time. The issue that needs to be addressed immediately is to promptly implement policies and regulations for specialized teams and grassroots collaborators.
