(Baonghean.vn) -As part of the program to monitor the implementation of Resolution 271/2009/NQ-HDND on the planning of the network of kindergartens and general schools in the province, after a field trip to a number of localities, this afternoon, May 9, the Department of Culture and Society, Provincial People's Council led by Comrade Nguyen Xuan Son - Member of the Provincial Party Committee, Head of the Provincial Party Committee's Mass Mobilization Committee, Head of the Department of Culture and Society, had a working session with the Department of Education and Training.

According to the report of the Department of Education and Training, the province currently has 1,581 schools from preschool to vocational level. From the 2008-2009 school year to the 2011-2012 school year, 32/51 primary schools and 74/137 secondary schools merged according to the plan, in which localities that did well in this work such as Quy Chau, Do Luong...; 19/51 primary schools and 63/137 secondary schools did not merge according to the roadmap set out in the plan.

Most of the schools after the merger have invested synchronously in facilities, the rate of students attending school is basically stable, the quality of teaching and learning has many positive changes. Regarding the establishment and conversion of school types, from 2009 to now, there have been 5 new private kindergartens established.

Currently, in Vinh City, there has been a decision to establish 3 more private kindergartens, which are expected to be operational from the 2012-2013 school year. The establishment of new non-public kindergartens is in line with the education development plan, reducing pressure on public schools and mobilizing social resources, reducing the burden on the budget.

In addition to the achieved results, the work of planning the school network in the area also encountered many difficulties, including: some localities, a part of cadres and people lacked cooperation in the implementation of the planning; there were many surplus teachers, the implementation of school mergers had not shown the effectiveness of saving staff at the present time; The source of funding for investment in building facilities was still limited, many schools after the merger did not have the conditions to plan to a single school, so it significantly affected the teaching and learning work; some places, especially Vinh City, did not have land to build schools after the merger...

At the meeting, on behalf of the monitoring delegation, comrade Nguyen Xuan Son acknowledged the results of the direction and guidance of the Department of Education and Training for localities and schools in implementing the planning of the network of kindergartens and general schools in the area. He noted that in the coming time, the Department needs to continue to survey and evaluate to direct localities to overcome difficulties, with special places requiring appropriate adjustments.

Pay attention to directing the construction of boarding schools for the people, creating conditions for the development of education in mountainous areas. Arrange the surplus teaching staff appropriately. The Department of Education and Training needs to direct localities and schools to mobilize supporting resources, propagate and mobilize people to support and implement the school network planning policy on schedule, closely following the reality of each locality to ensure good service for teaching and learning. With the recommendations of the Department, the Department of Culture and Social Affairs will synthesize and submit to specialized agencies for consideration and resolution in the coming time.
