National Assembly delegates meet voters in Quy Hop, Hung Nguyen and Yen Thanh districts

(Baonghean.vn) -On the morning of May 3, continuing the voter contact program in preparation for the 3rd Session of the 13th National Assembly, National Assembly deputies met with voters in districts in the province.

At the meeting with voters of Lien Hop commune, Quy Hop district, Mr. Tran Van Hang - Member of the Party Central Committee, Chairman of the National Assembly's Foreign Affairs Committee, informed voters of Lien Hop commune about the socio-economic situation in the first months of 2012 and the content of the upcoming 3rd session of the 13th National Assembly.

Voters of Lien Hop commune presented their opinions: Proposing that the National Assembly pay attention to investment policies to build infrastructure in the commune, including: Completing the inter-commune road Chau Loc - Lien Hop - Chau Tien; building the national power grid, kindergartens to some hamlets in the commune; investing in building commune health stations that meet national standards, and allocating capital for new rural construction. In addition, voters also proposed that the state continue to implement support policies for poor mountainous communes such as programs 135, 167, fully subsidizing plant and animal varieties; exempting fees and tuition for ethnic minority students in mountainous areas studying at schools at all levels, and creating conditions for job creation after graduation. In addition, some policies for commune officials such as reviewing the rotation of officials from district to commune and vice versa, increasing allowances and supporting insurance payments for deputy officials at commune level also received attention and comments from voters.

All voters' opinions will be compiled by the National Assembly Delegation of Nghe An province and submitted to the National Assembly.

Also this morning, May 3, the National Assembly Delegation of Nghe An province, including Mr. Tran Huu Tuat - Deputy Commander of Military Region IV; Nguyen Minh Hong - Director of Vietnam Medical Technology Application Center, had a meeting with voters of Hung Loi commune, Hung Nguyen district. Also participating in the meeting were delegates of the Provincial People's Council and Hung Nguyen district People's Council.

After the National Assembly delegates reported on the expected agenda and contents to be discussed and approved at the 3rd session of the 13th National Assembly taking place in mid-May 2012, voters focused on reflecting and making recommendations to the National Assembly, the Government, and central ministries and branches on issues related to political life, socio-economics, national defense and security. That is, some positions in the government are currently enjoying civil servant and full-time positions according to Decree 92/CP of the Government, but currently the position of cadres of the Commune Party Committee Office has not been given attention to enjoy civil servant or full-time positions.

Propose that the National Assembly and the Government study and take measures to resolve the backlog of policies and regimes for families of policy beneficiaries and people with revolutionary contributions. In addition to ensuring the regime for soldiers and forces directly participating in combat and serving combat on the battlefield, the National Assembly and the Government also need to study the regime for other forces that have directly or indirectly contributed to the resistance war for national reunification. Some legal documents issued and implemented are still overlapping, causing difficulties and frustration among the people, compensation for site clearance to implement State projects is lower than the compensation level of enterprises. Consider allowing people with health insurance to enjoy the same regime when examining and treating at all levels, instead of regulating the current levels; do not regulate the treatment limit but require patients to be cured before being discharged from the hospital...

Voters also mentioned a number of issues related to the jurisdiction of the province and district, such as the low valuation of assets after handing over the rural power grid to the Electricity Company; the untimely settlement of citizens' complaints and denunciations; limited support for investment in community cultural houses, etc.

The opinions of voters were directly explained by National Assembly deputies and provincial and district People's Council deputies; the valid opinions of voters were also received by National Assembly deputies to report to the National Assembly, the Government and the Central Ministries and branches for study and resolution in the coming time.

At the meeting, voters of Bac Thanh commune reflected: some problems that need to be solved in land accumulation, crop and livestock conversion, support policies for agricultural production still have many shortcomings, are not close to reality and have not created trust for people to feel secure in long-term production; Regarding policies for agricultural products, the state needs to have funds to purchase and accumulate food for people to stabilize prices, especially in years of good harvests, when food prices are low, affecting people's income and life; about the situation of children after graduating from universities, colleges and vocational schools having difficulty finding jobs; Unemployed agricultural workers in rural areas, especially young people, cannot find jobs; suggesting that the Government should issue criteria suitable for each region, not rigid, to create conditions for local authorities to mobilize resources to build infrastructure, effectively implement the new rural construction program in the locality. Voters also proposed that the National Assembly and the Government should adjust subsidies for grassroots cadres and pay more attention to those with meritorious services.

The National Assembly deputies took note of voters' opinions and recommendations; explained a number of issues within their authority and promised to synthesize voters' recommendations to submit to the National Assembly for consideration at the 3rd session of the 13th National Assembly.
