Many opinions support the option of ensuring that the number of overtime hours of employees does not exceed 50% of the official working hours in a day, 30 hours in a month and a total of no more than 200 hours in a year, except for some special cases regulated by the Government, in which overtime is allowed to not exceed 300 hours in a year. "The above regulation limits the maximum exploitation of laborers, and experience from other countries shows that this can easily lead to work accidents due to reduced labor force" - delegate Nguyen Van Tuyet (Ba Ria - Vung Tau) suggested.

Regarding policies for female workers, the current Labor Code stipulates a leave period of 4 months. During the discussion, some opinions proposed to increase it to 5 months, others proposed to increase it to 6 months. During the discussion, the vast majority of opinions agreed with the regulation that female workers are entitled to 6 months of leave before and after giving birth. In the case of female workers giving birth to twins or more, from the second child onwards, the mother is entitled to an additional 1 month of leave for each child. The maximum leave period before giving birth is not more than 2 months.

The retirement age of female workers is also a topic with many different opinions. Many opinions suggest keeping the current retirement age for men at 60 and for women at 55. For some subjects such as workers doing heavy, hazardous jobs, working in mountainous areas, border areas, islands or workers with high technical expertise, workers doing management work and some other special cases, it is implemented according to the Government's regulations. However, the view that men and women are equal and both retire at 60 years old was also voiced by many delegates. Delegate Bui Thi An (Hanoi) strongly supported this view. She said that in many fields, female workers with high skills and good health have reached retirement age, while still having the ability to continue contributing.

Therefore, the provisions on retirement age as in the draft Basic Law remain the same as the current one but allow for adjustments for groups of workers doing heavy, hazardous work, working in mountainous, border and island areas due to reduced working capacity, who can retire before the prescribed time; groups of workers with high technical expertise; groups of workers doing management work can extend their working time if they have the need and voluntarily. The Government can consider specific regulations on retirement age for these groups of workers, creating practical conditions for considering the overall retirement age in the future.

Regarding the Lunar New Year holiday, at the request of National Assembly deputies, the draft Law has been adjusted to increase the regulation on Lunar New Year holiday from 4 days to 5 days. Thus, together with 4 days off on Saturday and Sunday, workers will have a total of 9 days off for Lunar New Year.

Low wages, workers have to work extra shifts
Speaking on the sidelines of the National Assembly, Chairman of the Vietnam General Confederation of Labor Dang Ngoc Tung said that not only did he not agree with increasing working hours, but the trade union organization also wanted to reduce overtime. Civil servants now work 40 hours a week, while workers work up to 48 hours. It is time for equality in the issue of working hours. The idea that the proposal to increase overtime also comes from the wishes of a part of the workers is a fallacy, it is just a proposal from employers. They do not want to recruit more workers and do not want to pay much social insurance for new workers. There is no such thing as workers wanting to work overtime or extra shifts. It is only because the salary is too low, not enough to live on, that people have to work overtime.

The National Assembly heard a report on the dismissal of delegate Dang Thi Hoang Yen.

In the late afternoon, the National Assembly held a separate meeting to listen to the Head of the National Assembly Delegation Affairs Committee Nguyen Thi Nuong present a proposal to dismiss Ms. Dang Thi Hoang Yen, a National Assembly delegation from Long An province, from her National Assembly position. After this meeting, on the afternoon of May 24, the National Assembly delegations will discuss in groups the dismissal and will vote to dismiss Ms. Dang Thi Hoang Yen on May 26.
