Implement Resolution 13/CP well, remove difficulties for businesses

(Baonghean.vn) - This morning, May 24, Nghe An Provincial People's Committee continued its regular meeting for May 2012. Comrade Ho Duc Phoc - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired. Also attending were Vice Chairmen of the Provincial People's Committee, representatives of provincial departments, branches and sectors.

At the meeting, delegates discussed and gave opinions on the Report on Nghe An business situation and the Project on training businessmen for the period 2012 - 2015 with a vision to 2020 presented by the Department of Planning and Investment.

Concluding this content, comrade Ho Duc Phoc emphasized that, like businesses in general across the country, businesses in the province are currently in a difficult situation, so the province needs to have solutions to remove difficulties and create development motivation for businesses.

Nghe An is a province with a large number of enterprises, with strong development in both quantity and scale. In recent times, enterprises in the area have contributed to the budget, created jobs for many workers, contributed to ensuring social security, and gradually established joint ventures and investments domestically and internationally. The limitations of enterprises in the province are small scale, low capital, outdated technology, and uncompetitive products in the market. Enterprises mainly rely on public investment, so market share is weak and access to capital is difficult. Foreign investment cooperation and market access are limited, many enterprises have tax arrears, social insurance, low salaries, corporate governance, technical capacity, foreign languages, and limited business culture, weak compliance with the law, and weak community awareness...

Regarding measures to remove difficulties for enterprises, the Chairman of the Provincial People's Committee emphasized a number of tasks that need to be focused on in the coming time: Promoting administrative procedure reform, creating a favorable business environment, increasing the application of IT; focusing on planning work; supporting enterprises, creating production and business premises, attracting investment; using state capital to stimulate demand; creating equality for enterprise development, state management, effectively implementing Resolution 13 of the Government, creating breakthroughs to remove difficulties for enterprises.

Regarding the Project for Entrepreneur Development in Nghe An Province, the project is built on practical requirements and issues that businesses need, in which it is necessary to focus on training, such as focusing on training in IT application, business culture, legal knowledge; improving management and governance skills for businesses. The Chairman of the Provincial People's Committee requested the Department of Planning and Investment to complete the project and submit it to the Provincial Party Committee in the near future so that the project can be implemented soon.

Also this morning, the Provincial People's Committee listened to the representative of the Department of Health report on the Draft price framework for some medical examination and treatment services in state-owned medical examination and treatment facilities. The Department of Education and Training reported on the Education and Training Development Plan of Nghe An province for the period 2012-2015, with a vision to 2020.

This afternoon, the Provincial People's Committee continued its meeting, listening to the Draft Resolution of the Provincial People's Council on the arrangement, staffing and recruitment of specialized population and family planning staff to become health officials in communes, wards and towns and the allowance regime for population and family planning collaborators; the Draft Resolution of the Provincial People's Council on a number of family planning policies for the period 2012-2015.
