Speed up the upgrading of Dong Tru and Thach Tien dams

Hung Yen Nam Commune (separated from Hung Yen in 2009) is located over 12 km from the center of Hung Nguyen district, is a semi-mountainous area, with difficult traffic. The whole commune currently has over 1900 hectares of natural land, of which over 400 hectares are specialized in double rice cultivation. The lives of farmers in the commune mainly depend on agricultural production, so they face many difficulties.
According to Mr. Nguyen Van Hien - Chairman of Hung Yen Nam Commune People's Committee, currently, more than half of the commune's agricultural land area is terraced fields, the rest is mostly low-lying fields. In particular, the whole commune has about 50 hectares concentrated in hamlets 1 and 2, which are forced rice fields, making crop production difficult due to lack of water.
Construction of Dong Tru Dam
Every year, the irrigation for agricultural production in the commune mainly depends on 3 dams: Thach Tien, Khe Lot and Dong Tru, and 2 local pumping stations: Xuan Yen and Lui. These 2 local pumping stations only ensure the supply of irrigation water for over 120 hectares of rice in the whole commune. Irrigation water for the remaining area still mainly depends on the 3 dams mentioned above.
Water reserves in the two dams of Thach Tien and Khe Lot are mainly accumulated from streams and rainwater. In the summer-autumn crop of 2011, due to prolonged drought, the water levels stored in local dams and pumping stations were depleted, and the water source of Nha Le river and canal was not enough for production. The whole commune has over 120 hectares of summer-autumn rice concentrated in hamlets 1, 2, 3, 4, 10, 11 that suffered severe drought. The commune directed the people to concentrate on pumping separately with oil pumps, making use of river water.
According to research, the two dams Dong Tru and Thach Tien have been in existence since 1966. Every year, the use of these two dams only stops at exploitation, without pressure structures, leading to many years of severe water shortages in summer-autumn production. In 2009, the province had an investment policy with a budget of 4.7 billion VND for Dong Tru dam, 21 billion VND to renovate and upgrade Thach Tien dam, raise the pressure structure of the dam foot by 1m, treat seepage...
Mr. Nguyen Kim Phoi - Deputy Head of the Department of Agriculture and Rural Development of Hung Nguyen district said: In 2010, Thach Tien dam was allocated funding for upgrading, the project was invested by the Department of Agriculture and Rural Development. In 2011, the Dong Tru dam upgrade project was also allocated funding, this project was invested by the Project Management Board of the Dike Sub-Department. Currently, the Dong Tru dam upgrade has only been under construction for nearly a month, while at the Thach Tien dam upgrade project, although the site clearance, measurement, and marking work have been completed, construction has not yet begun.
