On the morning of June 29, the Minister of Education and Training (MOET) issued a Circular amending and supplementing a number of articles of the 2012 Regulations on regular university and college enrollment.

Accordingly, the Ministry of Education and Training added regulations on the organization of receiving and handling negative information during the exam according to Article 36a. At the same time, the regulation prohibiting candidates from bringing technical equipment for recording, transmitting, sound recording, and video recording into the exam room was removed.

Specifically, Point d, Clause 3, Article 25 is amended and supplemented as follows: “It is not allowed to bring into the examination room weapons, explosives, flammable substances, beer, alcohol, carbon paper, erasers, documents, communication devices or information storage devices that can be used to cheat during the exam and the grading process. Smoking is not allowed in the examination room.”


The Ministry also added a whole chapter regulating the handling of negative information in the exam and the reporting and archiving regime. Specifically, Article 36a is added as follows: The places to receive information and evidence of violations of admission regulations include: the Ministry of Education and Training's Admission Steering Committee; Admission Councils of universities and colleges; Admissions Inspectors and Education Inspectors at all levels. Evidence of violations of regulations, after being verified for authenticity, is the basis for handling violators.

The Ministry also has regulations on providing information and evidence of violations of admission regulations. Specifically:

Encourage candidates, those participating in the admission process, and the masses to detect and denounce violations of admission regulations.

Those who discover violations of admission regulations must promptly report to the receiving authority specified in Clause 1 of this Article for handling.

Those who have evidence of violating the admission regulations are responsible for sending the evidence to the receiving place specified in Clause 1 of this Article within 7 days from the end of the exam day for processing.


Those who provide information and evidence of violations of admission regulations must be responsible before the law for the authenticity of the information and evidence provided, and must not take advantage of such actions to negatively affect the exam....
