Recently, the irrigation canal system has been seriously damaged. At the 4km long N1 canal passing through hamlets 15 and 16 of Dien Phu commune, the road construction contractor demolished the old horizontal drainage culvert, dug up the canal banks in sections K2+400, K2+900, K2+850 to build 3 horizontal culverts with a length of over 5m and a width of over 1m. The problem is that the newly built culvert mouths "protrude" into the drainage canal, causing difficulties in supplying water for rice irrigation.

Mr. Nguyen Van Le - Director of Dien Chau Irrigation Enterprise added: Before constructing the above two traffic works, the investors did not have any opinions or ask for permission from the irrigation management unit but arbitrarily handed over the site to the construction unit, encroaching on the drainage canal system of Xuan Duong reservoir. Faced with the above situation, on January 1, 2012, Dien Chau Irrigation Enterprise sent a document to relevant units. At the same time, the Enterprise and the irrigation management cluster of Xuan Duong reservoir issued a document to temporarily suspend the construction of the traffic roads in the overlapping sections. Recently, the investor, Dien Chau District People's Committee, sent technical staff to inspect and made temporary solutions. Specifically, they built water retention sluices at the mouth of the village culvert to prevent irrigation water loss. However, that temporary solution still did not overcome the consequences. The flow was still obstructed, affecting the irrigation of many rice fields.
Mr. Nguyen Van Ba - Head of the Department of Industry and Trade of Dien Chau district explained: The rescue route is 18 km long, with a total investment of over 160 billion VND, but it has now been reduced to 30 billion VND. During the construction process, some parts overlapped with the canals, but we have a solution, so it will not affect the irrigation works. This is also because the design unit "misunderstood" that it was a residential drainage ditch, which led to this situation.
The current problem is that the investor (People's Committee of Dien Chau district) needs to discuss with Dien Chau Irrigation Enterprise to come up with a reasonable construction plan that does not damage the canals to ensure irrigation water for winter-spring and summer-autumn rice.
