(Baonghean.vn) -Carrying out the monitoring and survey work as planned, this morning, May 10, the Economic - Budget Committee of the Provincial People's Council led by Comrade Vo Viet Thanh - Member of the Standing Committee, Chairman of the Provincial Party Committee's Inspection Committee, Head of the Economic - Budget Committee of the Provincial People's Council conducted a survey on the work of planning establishment, appraisal, approval and management at the Department of Construction.

The survey shows that the planning, appraisal and management work of the Department of Construction is increasingly of high quality. In addition to inspection and examination of cases, the Department annually establishes an interdisciplinary inspection team or conducts inspections at the department level. Through this, it promptly proposes to the province measures to handle each project that violates the use of the project for the wrong purpose, projects that are behind schedule, and projects that violate the land law. Pay attention to handling and urging settlement after inspection and examination, ensuring that projects are implemented according to the plan.

The sector strengthens coordination with localities in disseminating and popularizing State documents and regulations related to planning work; coordinates with sectors in sectoral planning and urban planning to avoid overlap...




Working scene

Through the survey, the Delegation found that the Department is facing some difficulties in terms of organizational structure and staff from the departments under the Department to the district and commune levels, affecting the planning management work under its authority. It is evident that the current district and commune level staff are almost unable to undertake the task of managing new rural planning. The funding issue to ensure the implementation of the plans is still limited, affecting the quality of the planning.

Concluding the survey, comrade Vo Viet Thanh requested the Department of Construction to review issues related to current planning work under the authority and functions of the industry to gain experience in planning to ensure scientific, synchronous, unified and modernity.

Pay special attention to planning of transport infrastructure, planning of new rural areas, and planning of urban areas with long-term sustainability, avoiding the situation of adjusting and supplementing planning which is both difficult and costly. In addition to improving the quality of planning, it is necessary to focus on planning management, ensuring that projects are implemented in accordance with approved planning. Continue to assign and decentralize the work of planning establishment, appraisal, approval and management to ensure high effectiveness and efficiency.
