The number of newly registered businesses has slowed down, the number of businesses closing tax codes is 433, nearly 2 times higher than the same period (in the same period, 223 businesses closed tax codes), the budget contribution of the business sector only reached 1,603 billion VND, while in the same period it reached 3,006 billion VND. In 5 months, Business Registration Certificates were granted to 389 businesses (while in the same period, it was 532 businesses).
The number of dissolved enterprises has increased recently, pushing a series of workers into unemployment. There are no specific statistics, but according to the reporter's research, many enterprises have to let workers "jump ship". Workers are forced to find jobs as motorbike taxi drivers, go to the market to sell small items to earn a small profit... and according to Mr. Thanh - a contractor specializing in private projects, if in the past finding workers was very difficult, having to use an army of farmers on the off-season, without skills to participate in construction, now workers find contractors themselves to apply for jobs. There is no longer the scene of having to pay workers like before.
The global economic downturn has affected the production and business activities of enterprises, resulting in budget revenue for the first 5 months being lower than the estimated progress. Almost all sectors have decreased: revenue from local enterprises is only 27.7% compared to the same period, revenue from foreign-invested enterprises is only 80.2%, import-export tax revenue is only 70% compared to the same period. Tax debt is up to 1,000 billion VND. In the future, implementing the Government's tax deferral and reduction policy according to Resolution 13, budget revenue will be even more difficult.
Similarly, social insurance debt is increasing rapidly. By May 31, 2012, according to the Social Insurance's summary report on compulsory social insurance debt for 3 months or more, there were 1,047 debtors, with a total debt of nearly 90 billion VND. Of which, state-owned enterprises have the highest debt, with 55 units owing 15,221 billion VND, and 800 non-state enterprises owing over 68 billion VND. That being said, among the enterprises with large debts, they are mainly concentrated in the transport and construction sectors.
In this situation, many workers rely on unemployment insurance. Mr. Le Truong Giang - Deputy Director of the Provincial Social Insurance said: In the market mechanism, job loss and unemployment are inevitable. With this fund, businesses will shoulder a lot of burden when employees in the unit lose their jobs or have their contracts terminated. Faced with such a difficult situation, the provincial social insurance agency has proactively worked with the Provincial Committee on this issue. "Not only collecting but also determining that the Social Insurance agency always accompanies businesses, we find out what difficulties businesses have and what they need to solve. The law stipulates that employees must have an insurance book (fully paid insurance) to be considered for unemployment insurance benefits. However, many businesses are really facing difficulties, so we are flexible in allowing them to record the process of paying unemployment insurance instead of having a book as prescribed." - Mr. Giang said.
In a recent meeting between the provincial leaders and the provincial Social Insurance, comrade Nguyen Xuan Duong - Vice Chairman of the Provincial People's Committee requested the settlement of unemployment benefits for employees, requesting compliance with regulations, and the use of the record of participation in social insurance and unemployment insurance (form No. 7) instead of the social insurance book, depending on the actual situation and specific cases to apply for settlement, but must ensure accuracy.
