Need to improve the effectiveness of propaganda and dissemination of law

Discussing at group 5, including 2 districts of Dien Chau and Do Luong, in addition to contributing opinions to the report on socio-economic assessment in the first 6 months of the year; tasks and solutions for the last 6 months of 2012, delegates focused on clarifying the situation of receiving citizens, resolving complaints and denunciations of citizens. According to the opinions of some delegates, to ensure the right to complain and denounce of citizens, it is recommended that authorities at all levels issue decisions to resolve complaints within the time limit and according to the law so that citizens can exercise their right to file administrative lawsuits; pay attention to renovating the citizen reception offices to be convenient, spacious, clean... Along with that, it is necessary to strengthen and improve the effectiveness of propaganda and dissemination of laws, including the Law on Complaints and the Law on Denunciations, because in reality, the rate of citizens making wrong complaints is very high, at 77.6%; wrong denunciations are 63.5%.

Delegates at Group 5 also gave their opinions on the Report submitted by the People's Committee at the meeting, such as the report on increasing allowances and staffing for village nurses; commune-level population and family planning officers; the project to increase fees for some medical services, etc.

Business support policies should not be equal.

Group 2, including delegates from Vinh City and Cua Lo Town, focused on discussing solutions to overcome difficulties for businesses. Delegate Do Dinh Quang (Vinh City) said: To overcome difficulties for businesses, it is necessary to implement policies to ensure normal business operations. Loan and support policies need to be appropriate based on an analysis of the causes of difficulties, not equalizing. Also related to the problem of difficulties for businesses, delegates Le Minh Thong (Cua Lo Town); Le Quang Hoa (Deputy Head of the Southeast Economic Zone Management Board) suggested that it is necessary to overcome the situation of unannounced power outages, because this greatly affects production and business and causes great damage to businesses. This issue is raised every year, but the electricity industry has not resolved it well.

In addition to the difficulties of enterprises, in group 2, many delegates also raised some concerns surrounding the difficult budget revenue and expenditure; population policies; quality and price management at Chinese traditional medicine clinics; traffic safety; power grid safety; implementation of the Agent Orange regime; tuition exemption and reduction regime and support for school supplies for policy beneficiaries and coastal areas is still slow; security and order in industrial parks, flea markets in Bac Vinh Industrial Park, cleaning the roads leading to the industrial park; position allowances for officials of cooperative alliance agencies...

There needs to be a solution to direct efforts to achieve the yearly target.

At group 4, including the Provincial People's Council Delegates elected in 3 units of Nghia Dan, Thai Hoa Town, Tan Ky, they focused on discussing and expressed their high agreement with the assessment of the Provincial People's Committee on the implementation of socio-economic, defense and security tasks in the first 6 months of 2012. Despite the common difficulties, many positive aspects were still achieved. However, the issue that many delegates were concerned about was that many basic economic indicators in the first 6 months of the year were still low, and solutions must be found to achieve the target for the whole year of 2012. In addition, the delegates also raised a number of social issues that need to be addressed satisfactorily.

Delegate Lai Thi Bich Lien (Nghia Dan district); Pham Thi Thanh Hien (Thai Hoa town) stated: “The return of rural power grid to people is slow. Although people have made many requests, they have not been resolved yet. Through the supervision of the People's Councils of localities, the electricity sector responded that because the investment in lowering the voltage of rural power grid by people does not have original documents, it is impossible to determine the origin of assets contributed by people or from the investment budget. Therefore, it is recommended that the Provincial People's Committee needs to have a solution to quickly resolve the current problems, ensuring the rights of the people."

Delegate Phan The Phuong (Nghia Dan) affirmed: “The work of collecting, synthesizing and resolving voters' opinions and recommendations has been of great interest and focus to the People's Council, People's Committee and provincial-level sectors. However, voters still believe that the handling of environmental pollution at some points and establishments, although inspection teams have been established after receiving opinions and feedback from the people, and penalties have been imposed, has not been resolute and strict, so the handling has not been thorough, affecting people's lives. There needs to be tougher handling measures to create changes in environmental protection, attract investment, and improve people's health.” Many delegates also pointed out shortcomings in the fields of education; health - population and family planning; traffic safety, etc.

Responding to concerns of some delegates, Vice Chairman of the Provincial People's Committee Dinh Viet Hong said: To strive to successfully complete the socio-economic, defense and security tasks in the last 6 months of 2012 and solve the social problems that are arising, it is necessary to continue to promote production, practice thrift, and combat waste; focus on removing difficulties for businesses, such as reducing land rental prices, removing difficulties in compensation and site clearance through the establishment of working groups to directly remove difficulties for each project. Maintain working groups to handle urgent issues such as illegal exploitation of forest products and minerals, and environmental pollution. Promote administrative reform, especially enhancing responsibility for handling recommendations and requests from people and businesses in accordance with the law, and synchronously solving the problems that are arising.

Focus on solving issues in the cultural and social fields

At group 3, delegates from Yen Thanh and Quynh Luu districts discussed and analyzed issues that are causing public concern, such as the slow resolution of policies for meritorious people; vocational training and employment for rural workers; hospital overload; environmental pollution; consideration of assigning specialized population and family planning officers at the commune level who are state officials; resettlement issues.

Regarding the issue of hospital overload, some delegates said that it is necessary to review the planning vision to have accurate forecasts, from which to plan hospital construction and arrange appropriate hospital beds. In addition, it is necessary to have appropriate policies and mechanisms to attract a team of doctors with formal training, quality, and high skills to district hospitals to avoid the situation of patients lacking trust leading to flocking to provincial hospitals.

Regarding the arrangement of specialized population - family planning officers at the commune level who are state officials, the delegates all expressed their high agreement and considered this to be an immediate task to improve the quality of the population and effectively implement population targets. However, it is necessary to carefully study how to arrange specialized population officers appropriately - if arranged under the management of the commune, it will be entangled with Decree 92/2009/ND-CP; and if arranged at the health station - directly under the management of the district health center, it will be less effective in the work.... The delegates suggested that the Provincial People's Council should review and reconsider the system of titles and accompanying regimes in all communes and wards to ensure fairness and avoid the situation where the strong sector complains, as well as the phenomenon of "a commune with 500 officers" that occurred in Thanh Hoa province.

Regarding the field of labor, war invalids and social affairs, delegates suggested that the relevant agencies should have specific written responses so that the people can clearly understand the difficulties that the agencies are facing in implementing the regime for people with merit, especially the regime of certificates of merit for participating in the resistance war against the US of 75,000 people - currently the State and the province have not yet arranged the budget to pay. Regarding vocational training and job creation for rural workers, delegates recommended that there should be measures to ensure that craft villages survive and develop, such as helping craft villages find product outlets, avoiding dependence on a few businesses, and having mechanisms to encourage businesses to set up branches to purchase products at the grassroots level...

Regarding the field of education and training, delegates suggested reviewing the policy of merging inter-commune secondary schools. When merging, these schools, in addition to being managed by the education sector, are not clear which party committee or commune government they will be managed by - this contradiction will affect the quality of education and training. In addition, which commune or ward will be responsible for contributing to the construction of infrastructure and teaching equipment.

The pressure to clear the land is too great.

Discussing in group 7, including Nam Dan, Hung Nguyen, Nghi Loc districts, the issue raised was site clearance. Mr. Thai Van Nong - delegate, Nam Dan district - Chairman of Nam Dan district People's Committee cited: The project to expand and upgrade National Highway 1A through Thanh Hoa province was cleared quickly, but in Nghe An province, it was too slow. This is an issue that many voters are interested in and reflect on during the site clearance sessions of People's Council delegates at all levels. Regarding site clearance, the province has issued many very specific policies, but this issue is entangled and inadequate everywhere.

Sharing the same opinion on this issue, Mr. Nguyen Van Trung, Hung Nguyen district unit - Chairman of Hung Nguyen district People's Committee, expressed his indignation: Land acquisition is a disease that has been prescribed for a long time, but it is very difficult to cure it. Many project works in Hung Nguyen area are stuck in land acquisition work. Regarding this work, Mr. Hoang Viet Duong - Director of the Department of Finance emphasized: The pressure on land acquisition is very large. We have not strictly managed investment projects, many units have not estimated the source of land acquisition beyond their capacity, so many works cannot be constructed. Currently, the province needs more than 1,000 billion VND for this work, not to mention national highways and boulevards. The pressure on land acquisition work is too great, so it is recommended that all levels and sectors pay attention to the extent to which the source of land acquisition for project works is guaranteed. He emphasized: In the last 6 months of the year, in extremely difficult economic conditions, the construction sector needs to review and request investors and contractors to complete capital projects on schedule, focusing on key and urgent projects. Saving on both regular and capital construction investment costs. Requesting all levels and sectors to save on spending, especially in the construction sector.

Rectifying operations of small and medium hydropower projects

At group 1, delegates from Ky Son, Tuong Duong and Que Phong districts were very interested in the current issue of developing small and medium hydropower plants. According to some delegates, in addition to bringing positive aspects such as solving and supplying electricity to highland communes and villages; storing water to serve agricultural production needs, especially in the dry season, the development of small and medium hydropower plants has also given rise to a number of complex environmental problems. In particular, the main reason is that investors have not strictly implemented the approved environmental impact assessment report. Investment projects are reducing forest areas, forming dead river sections due to unreasonable water regulation. There has not been a full calculation and no effective solution to deal with ecological changes upstream and downstream of the projects. There is no inter-reservoir water regulation plan and it may have a negative impact on water security.

The unscientific operation of hydropower projects has led to major floods downstream. In particular, some investors have taken advantage of the approval of investment projects to build medium and small hydropower plants by competent authorities to destroy forests and illegally exploit forest products and minerals. From that reality, delegates Lu Dinh Thi (Que Phong); Moong Van Hoi (Tuong Duong) proposed that the province should really pay attention to the issue of medium and small hydropower. For ineffective hydropower projects, it is necessary to consider revoking the project to return forest land and cultivated land to the people.

End the practice of land rent collection

At group 6, including Quy Chau, Quy Hop and Con Cuong districts, delegates focused on discussing the shortcomings in the mountainous areas in general and each locality in particular. That is the situation where farmers lack land for production while the forestry farms have excess land left fallow. Land disputes, encroachment and encroachment in this area are still common, the main reason is that the procedures for granting land use right certificates are too slow, with long backlogs that have not been resolved. Delegate Tran Cong Duong, Chief of the Provincial Party Committee Office frankly said, "People do not have land for production, while the forestry farms have a lot of land, leading to the situation where forestry farms still collect rents for cultivation."

Regarding this issue, delegate Nguyen Van Thong - Head of the Provincial People's Procuracy stated: the aspirations of people in mountainous areas with land for production are very legitimate. The land issue for households has been slowly resolved, leading to conflicts between some households and forestry farms. The situation of land allocation to people is not satisfactory, the allocation is in remote areas, the land is barren, and does not ensure the rights of the people. Delegate Cao Thanh Long, Chairman of the People's Committee of Quy Hop district, admitted that in Quy Hop district, there are land disputes between people and forestry farms. The solution to solve this problem is to review the land fund, hand over land to people and carry out procedures to grant land use rights to people. Regarding this content, Mr. Tran Van Chuong further affirmed: the common situation of land disputes in mountainous areas is due to the lack of issuance of Land Use Right Certificates to identify owners and clear boundaries. There must be a source of funding to solve this problem for the people.

Obviously, land is a very valuable means of production for farmers, especially for households in mountainous areas. The fact that people lack land for production, while farms and forestry farms have excess land, leading to many abandoned places, is a waste of resources. It is necessary to review the land fund, balance the situation and demand, and carry out procedures to grant land use rights and determine sovereignty for households to completely and definitively resolve this problem.
