(Baonghean.vn) – This morning, March 26, comrade Le Xuan Dai - Member of the Provincial Party Committee, Vice Chairman of the People's Committee of Nghe An province had a working session at the resettlement area of ​​the Ban Ve Hydropower project in Thanh Chuong. Also attending were representatives of provincial departments, branches, and sectors, Thanh Chuong and Tuong Duong districts and the Management Board of Hydropower Project 2.

Before the working session, comrade Le Xuan Dai and the working delegation inspected the resettlement areas in Ngoc Lam and Thanh Son communes, Thanh Chuong district. Up to now, the compensation, support and resettlement work for the Ban Ve hydropower project in Tuong Duong has been completed, with compensation, assets, land, and houses transferred to households to build their own houses in the resettlement area or migrate freely. Basically, the support policies according to regulations have been completed. Up to this point, 3,022 households in 34 villages and 9 communes of the 2 districts of Ky Son and Tuong Duong have been relocated.

According to the detailed plan, the area to be recovered of the Ban Ve Hydropower Project is: 4,834.2 hectares. The Compensation and Site Clearance Council of Thanh Chuong district has organized compensation and submitted to the Provincial People's Committee to recover 4,773.5 hectares. At the same time, it has coordinated with the Management Board of Hydropower Plant 2 to provide additional compensation for some villages lacking production land. The Compensation and Site Clearance Council has prepared, appraised, approved and paid 1,291 records, the amount of which is 47.56 billion VND. Thanh Chuong district has received 2,123/2161 households, equivalent to 98.2%. There are 38 households in Cha Coong 2 village, Thanh Son commune, that have not yet moved to the resettlement area.

The work of receiving people and stabilizing their lives was carried out by Thanh Chuong district in accordance with the regulations of the State and the provincial steering committee, ensuring the progress of construction works and direct payments to households in accordance with the right policies for the right subjects. The people in the resettlement area are now basically stable for production and living.

The current difficulty and problem in the compensation work for the Ban Ve Hydropower Project is that the land compensation for 232 spontaneously displaced households has not been implemented. Up to now, the people of the two villages, Kim Hong and Cha Coong 2, have not yet handed over or received production land, due to land encroachment between resettled households and in Kim Hong village, most of the people are absent, so the land allocation for production cannot be carried out. Many households' opinions are that it is necessary to compensate for the difference in land area between the place of departure and the place of arrival; to give more land to the people; and to provide additional support for the people who have arisen since 2004. Partly due to not adapting to the production and living conditions in the resettlement area, there are currently over 247 households with more than 1,000 people moving back to their old place of residence (the Ban Ve Hydropower Reservoir area), causing many difficulties for the locality.

At the working session, representatives of departments, branches and local authorities of Thanh Chuong and Tuong Duong districts and Hydropower Plant Management Board 2 gave their opinions on removing difficulties and obstacles in compensation, site clearance and resettlement; and the issue of surplus teachers and commune-level civil servants.

At the meeting, comrade Le Xuan Dai acknowledged and evaluated the efforts of all levels, sectors and investors. In the coming time, the localities of departure and arrival, and investors need to have better coordination to completely resolve people's petitions, ensuring adequate initial living conditions for the people. Thanh Chuong district must thoroughly resolve land disputes in the resettlement area to allocate land to households that have not yet been allocated, and continue to do a good job of agricultural extension. For investors, it is necessary to report to the Vietnam Electricity Group to have a plan to compensate the difference in land area between departure and arrival for people; survey and promptly fix incidents with damaged civil works in the resettlement area. It is recommended that the Provincial Ethnic Minorities Committee have a plan to submit to the Government to support 2 resettlement communes according to the communes that benefit from the regime of extremely poor communes.
