According to RFA, the Commander of US forces in South Korea on July 7 apologized for the incident in which US soldiers handcuffed three South Koreans near one of the main US military bases in the country.

General James Thurman issued a statement apologizing to individuals and communities affected by the incident last week in Pyeongtaek, 70 kilometers south of Seoul and home to Osan Air Base.

The incident occurred when US soldiers on patrol discovered a vehicle parked in what they believed to be a violation, then handcuffed three people and took them in for questioning. The South Korean Foreign Ministry protested to the US side, saying that the action exceeded the scope of the US soldiers' authority.

In 2002, an incident in which a US military vehicle hit and killed two South Korean schoolgirls and a military court later acquitted those involved in the accident caused many local residents to protest and many anti-US demonstrations occurred throughout South Korea, demanding that the US withdraw all troops from South Korea.

There are currently about 28,000 US troops in South Korea with the aim of protecting the country against threats from North Korea./.
