According to information from the Tax Department, immediately after the Law on Land Use Tax took effect from January 1, 2012, under the direction of the Provincial Steering Committee, the People's Committees of districts, cities and towns established Steering Committees and organized various propaganda activities to the people, distributed tax declarations and collected declarations to the People's Committees of communes and wards. The propaganda work was carried out in a variety of forms, through loudspeakers of hamlets, blocks, wards and communes, reporting on Nghe An newspapers, Nghe An radio and television stations, banners, leaflets, organizing 422 training sessions for the grassroots... Thanks to that, people have learned about the Law on Land Use Tax and understand why they have to pay taxes.

Because the subject of the Tax Law is large, with over 600,000 households and 700 land-leasing organizations, the work of issuing and collecting declarations requires the participation of village and commune officials... so the work of the relevant forces is quite difficult. Currently, 15 other districts and cities have not done a good job of collecting declarations to the Sub-Department to have a basis for tax calculation. As of June 30: Anh Son, Yen Thanh, Tuong Duong have not collected any declarations to the Sub-Department. Nghi Loc has only collected 43%, Quynh Luu 49%, Cua Lo Town 70%, Que Phong 51%, Vinh City 61%...

In the implementation of the Law, according to Mr. Hoang Duc Thong - Head of the Land Revenue Department, there are some problems that need to be solved, such as: many plots of land in the same village, hamlet, and road section are not included in the 2012 land price list of Nghe An Provincial People's Committee or there are inadequacies in the prices of some plots of land, so the tax authority has not included them in the non-agricultural land use tax management program to calculate and notify taxes. Regarding the tax price for organizations, there are 1,500 plots whose prices have not been determined. Another problem is the number of households that are not present in the area but are the owners of these plots of land, this situation is common in Vinh City and Cua Lo Town. Therefore, the issuance of declarations has not been implemented.

In addition to actively resolving problems, many of which need to be resolved by the Provincial People's Committee, the Nghe An Tax Department strives to have the commune, ward and town authorities confirm the declarations by July 30, and collect 100% of the declarations to the Tax Departments to enter data into the system.

Although the work of directing the implementation of the Law on Land Use Tax has achieved some results, it still needs strong attention and direction from districts and cities.
